Naval Supply Systems Command SUPERVISORY FINANCIAL MANAGEMENT ANALYST in Mechanicsburg, Pennsylvania

Summary You will serve as a Supervisory Financial Management Analyst of CNSSC FLD DET MECH PA. Naval Supply Systems Command HQs, Assistant Commander for Financial Management/Comptroller, Program & Budget Operations Division (SUP12). Responsibilities You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will provide analytical advice on financial transactions and program execution. You will prepare or review responses to reviews or audits. In addition to conducting management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action. You will plan work to be accomplished by subordinates, set short-term priorities, prepare schedules for completion of work; assign work to subordinates based on difficulty and requirements of assignment. You will be responsible for carrying and communicating support of EEO policies and procedures to subordinates. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Financial Management Analyst specialized experience providing leadership, management, and/or supervision equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. You have experience applying a mastery level knowledge of financial and budgetary theories, concepts and principles and demonstrating skills required to develop budget and financial management policies and procedures within an organization. Qualifying specialized experience must include the following: 1) Preparing and delivering briefs to senior managers and executives on budget formulation and execution as well as providing recommendations to improve program operations, correct program financial variances or audit problem areas; 2) Approving financial management policies within the organization based on DON policy and develops and issues implementing procedure; 3) Conducting management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action; 4) Planning, organizing, and assigning team study work, while providing technical and administrative oversight, advice and or instruction; and 5) Providing strategic guidance on financial management requirements for an organization.
