MITRE’s Naval Enterprise and Sea Systems Department delivers innovative concepts, technologies and methodologies that enable current and future Naval superiority. Our Naval work program has a broad and dynamic set of projects that focus on research, systems engineering, agile acquisition, cyber security, experimentation, and prototyping. Job Description:

We are seeking a highly motivated, creative, and self-directed communications engineer to deliver impactful outcomes across the Navy’s R&D, intelligence, acquisition, and operational communities. The successful candidate is an experienced communications engineer with Naval domain expertise and a solid theoretical and technical background. This position requires creative problem-solving for the modernization of communication systems in all phases of system evolution from concept exploration to experimentation and development, which address critical mission needs to enable naval maneuver and integration across the Fleet in support of Combatant Command objectives.

Key Functions:

MITRE is seeking a highly motivated, creative, and self-directed individual to lead communications engineering initiatives across our diverse Naval sponsor base. Primary job responsibilities include work in one or more of the following areas:

  • Application of analytical techniques to address the Navy’s hardest communications challenges

  • Shape communications architectures by leveraging a strong understanding of industry trends and innovations

  • Modernize critical Naval capabilities through the development of technical specifications, and integration and test strategies

  • Clearly and concisely communicate highly technical analyses and recommendations to sponsors and partners in written and verbal products

  • Serve as a key contributor to or lead a dynamic, multi-disciplined and geographically dispersed teams that develops innovative technical solutions

  • Implement communications engineering principles to develop data-driven insights and mature them into actionable recommendations that achieve mission outcomes for the Navy and Marine Corps

Basic Qualifications:

  • Typically, Bachelor’s degree with 5 years of relevant experience in Systems Engineering, Electrical Engineering, Communications Engineering, or a related field; or 3 years and an MS or a PhD with relevant experience who can immediately contribute at this job with expertise one or more of the following areas:

  • SATCOM architecture and waveforms

  • Naval applications and data architecture

  • Communications & Networks under Denied, Degraded, Intermittent, and Low-bandwidth conditions

  • Antenna and phased array design

  • Possess the familiarity with Communications Engineering processes required to provide unbiased advice, formulate courses of action, analyze systems, and make recommendations

  • Ability to work independently to learn new technologies, techniques, processes, software languages, platforms, and systems

  • Excellent communication, presentation, and writing skills

  • Familiarity with a range of systems engineering lifecycle activities including, but not limited to requirements, design, development, testing, deployment, and sustainment

  • Willing to work within a secure facility - a significant portion of the candidate's tasks may be restricted from remote work.

  • Active DOD Top Secret/SCI level security clearance

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Bachelor’s Degree and 8 years of related experience in Systems Engineering, Electrical Engineering, Communications Engineering, or a related field; or 6 years and an MS or a PhD with 3 years’ experience

  • Previous experience with Naval Communication Systems, such as (but not limited to) terminal development and acquisition, co-site analysis, network architecture, link development, verification & validation testing

  • Research and development experience on one or more of the following areas: surface command, control, and communications, weapon systems, or sensing systems

  • Experience with C++, Python, MATLAB, or other modeling, development, and analysis tools

  • Experience with topics of RF communications including modulation theory, error correction coding, advanced wireless protocols, channel effects, antenna performance modeling, software defined radios, receiver design, interference cancellation, electronic warfare, SIGINT systems, military and commercial satellite systems, and/or HF communications

  • Expert knowledge of and/or experience with:

  • Naval tactical communications architecture and waveforms

  • Naval tactical WAN and backhaul architecture

  • Techniques and implementation approaches for navigation and time synchronization

  • Radio design trade-offs and system performance evaluation (throughput, delay, reliability, SWAP)

  • Naval Kill-chains, CONEMPs and their development processes

  • Marine Corps communications architecture

  • Navy/Marine Corps integration

  • Ability to obtain and maintain SAP security clearances

  • Experience working with the US intelligence community
