MITRE’s Law Enforcement (LE) and U.S. Coast Guard and Department focuses on operational support across a broad range of mission outcome areas for Homeland Security sponsors. We strive to provide excellence in systems engineering, operational modeling, cybersecurity, intelligence analysis, AI/ML data analytics, sensor systems, and terrestrial & satellite communications with an emphasis on both analytical and lab-based experimentation.

Within the LE & USCG Department, the Edge Lab supports MITRE’s public sector sponsors throughout the program development life cycle, working to create, evaluate, and test innovative and pragmatic solutions that enable seamless technology transitions and inform acquisition decisions. The EDGE Lab develops advanced prototypes and validates hardware and software applications across public safety command, control, communication, computers, cyber and intelligence (C5I) systems. This includes design, testing, and evaluation of the solutions we deliver.

MITRE is seeking a Lab Manager who can leverage their technical and leadership experience manage the Edge Lab’s ongoing projects and enhance the lab capability to meet new challenges. The Lab Manager should have a technical degree in Electrical Engineer, Computer Science, Mathematics, Physics, or a related STEM field and practical experience running an electronic systems (or similar) laboratory. The ideal candidate will have experience in shaping work to meet sponsor challenges, recognizing potential solutions, and assembling teams and project plans that can deliver those solutions on time and within budget.

Roles and Responsibilities:

  • Develop and execute a CSH Lab strategy that:

  • Aligns to Sponsor and MITRE strategies (Division, Center, and Corporate)

  • Identifies and assembles requisite laboratory capabilities

  • Works with Managing Directors and Project Leads to develop lab focused work

  • Tracks all work across CSH Labs

  • Engage regularly with Managing Directors and Project Leads to understand their critical mission challenges and priorities and to shape work towards the lab

  • Develop Annual business plan with prioritized investments (Lab and Capital) requests

  • Maintain awareness of current capabilities, skills, facilities, & tools

  • Initiate, review, and/or strengthen center wide innovation proposals

  • Champion and recommend internal proposals

  • Maintain active work pipelines

  • Maintain active working relationship with Department Managers, Program Managers, and Project Leads across the center

  • Champion for a broad set of related technical and operational areas - infrastructure, capability development, best execution practices (methods, tools, reviews)

  • Shape project work to address our sponsor’s most critical mission challenges and alignment with the center wide strategy

  • Independently bring new innovative solutions to sponsor challenges and strategically advocate for new approaches that could impact future acquisitions

  • Effective communicator and collaborator across internal and external organizations (industry, academia, FFRDC, and government).

  • Lead efforts to shape Center for Securing the Homeland (CSH) investments

  • Actively participate in identifying equipment needed across the lab

  • Make and monitor schedules, budgets, work plans, and contingency plans

  • Provide guidance and mentorship to junior staff members to facilitate their understanding of projects and develop their technical proficiency

  • Develop a thorough understanding of the sponsors’ mission, environment, and critical challenges

  • Conduct technical work, including project leadership and management

  • Operate autonomously and accept high level tasking

  • Willingness to travel (up to 20%)

Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.

  • The ideal candidate should have a wide range of experience in systems integration, software development, signal and image processing, machine learning or artificial intelligence, modeling and simulation, analytics, networking, RF communications, and cloud technologies

  • Proven experience running and building a systems integration lab

  • Engineering, Applied Math, IT, Computer Science, or related STEM degree

  • 5 years of leadership experience

  • Must have an active Secret Clearance

  • A technical background in one or more of the following:

  • Data Analytics

  • Cyber Investigative Technologies

  • Surveillance Systems

  • Operational Research, Modeling and Simulation, or related discipline

  • C4ISR Systems Engineering, Test and Evaluation, Communication Systems, or related discipline

  • Systems integration

  • Software development

  • Signal and image processing

  • RF communications

  • Cloud technologies

  • This position requires a minimum of 4 days a week on-site.

Preferred Qualifications:

  • Current active DoD Top Secret / SCI Clearance or DHS Fitness

  • Knowledge of current MITRE work programs

  • Experience in digital communications theory, detection and estimation theory, RF modulation techniques, error correction coding, spread spectrum techniques, multiple access techniques, and signal processing

  • Demonstrated success in the area of workforce development, hiring, and management

  • Proven experience engaging senior sponsors with successful impacts and outcomes, and establishing and maintaining strategic partnerships

  • Demonstrated success in the area of work development, shaping, and execution

  • Work experience with DHS, specifically USSS, ICE, and USCG

  • Demonstrated collaboration and communication skills to support individual, team, and customer-related interaction

  • Demonstrated success in developing and delivering high-quality technical products under direct projects that result in accomplishment of sponsor outcomes
