The Raytheon Logistics and Property Management (LPM) organization is looking for a Contract Specialist to support the Front End of the Business (FEOTB) for LPM. This role will manage proposal efforts, contract review and contract set up for Logistics and Property Management. The specialist will work in conjunction with Supply Chain, Contracting, Engineering, Manufacturing, and Business Development to create cost-effective, competitive Supply Chain Logistics and Property Management solutions.

What You Will Do:

  • Receive, review, and input incoming contracts into SAP for Property Management record.

  • Provide LPM support for program proposals with Government Property Management content.

  • Ensure LPM proposal content provides a cost-effective property lifecycle from acquisition to contract closeout.

  • Provide guidance and leadership to LPM employees that provide proposals for various Raytheon sites.

  • Collaborate with other functions to develop an integrated logistics and property support plan.

  • Collaborate with the Proposal Capture Manager and team to prepare all required proposal response documents in a timely and efficient manner.

  • Evaluate trade-offs between transportation costs, inventory costs, and service levels when providing proposals.

  • Work with packaging engineers to ensure proposal costs and strategies effectively protect property in transit.

  • Collaborate with Logistics Export-Import SME’s and Export Compliance to ensure proposal strategies and deliverables are compliant with export regulations and licenses.

  • Ensure Government Furnished Property Attachment is complete and properly documents serially vs. non-serially managed hardware.

  • Work with Programs to ensure the IUID reporting requirements are understood and proposed.

  • Once contract or contract modification is received, ensure contract properly reflects what was proposed and work with Contracts for any anomaly.

  • Complete the contract review process by setting up the Property Contract Information Record within PRISM.

  • The ability to obtain and maintain a U.S. government issued security clearance is required.

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications You Must Have:

  • Knowledge of Federal Acquisition Regulations (FAR).

  • Minimum 6 years’ experience in a logistics, government property management or similar role.

  • Professional experience reviewing, documenting, negotiating, and/or preparing contracts.

Additional Desired Experience:

  • Professional experience reviewing, documenting, negotiating, and/or preparing Government contracts.

  • Knowledge of ITAR and EAR international contracts.

  • Experience preparing proposals and basis of estimates (BOE). for logistics and property managements functions in support of program pursuits.

  • Typically requires a university degree or equivalent experience and minimum 5 years prior relevant experience, or an advanced degree in a related field and minimum 3 years experience.

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
