Air Education and Training Command QUALITY ASSURANCE SPECIALIST in Maxwell AFB, Alabama

The primary purpose of this position is: To serve as a Quality Assurance Specialist/Contracting Representative on the MH-139A Support contract. Responsibilities Involved in all aspects of Quality Assurance. Including pre-production, production/manufacturing, acceptance testing, hardware/software testing, verification and configuration management of MH-139A Operational Flight Trainers (OFTs), Weapons Procedural Trainer (WPT), Alternate Insertion and Extraction Part-task Trainer (AIEPTT), Cockpit Procedural Trainer (CPT), and Integrated Aircrew Static Trainer (IAST), and academic software. Evaluates contractor's written quality processes and requests additional quality processes to implement site unique requirements. Performs Acceptance Test Procedures (ATP), Simulator Certification (SIMCERT), software testing, verification, and configuration management for various customers. Assists in the preparation of, or prepares request for proposals, statements of work, and item specification. Coordinates with other base(s) agencies, such as: Civil Engineering, Safety, Security Forces, Supply, etc., to request government-furnished services and material in support of the contract. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Quality Assurance Series, 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of mission specific rotary-wing and fixed wing training devices/systems including the Weapon Systems Trainer (WST), Operational Flight Trainer (OFT), and Part Task Trainers (PTT) and the configuration, operating characteristics, security and safety programs, maintenance, repair, and modification procedures and mission rehearsal requirements for these systems; Knowledge and mastery of quality assurance/control concepts, principles and practices and the skill to plan, develop and implement quality assurance surveillance plans for contractor services on aircrew training devices/systems; Knowledge of Air Force and DOD acquisition functional responsibilities and procedures and the role of quality assurance to integrate/coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, and test and evaluation; Knowledge of life-cycle development of Aircrew Training Device's (ATDs), support equipment, and spares from concept phase to system management phase; Knowledge of computer systems used in image generation, multi-media processing, database generation, wide area networking, and real-time simulation. Knowledge of FORTRAN, ADA, C, UNIX operating system and other languages used in real-time simulation.; Knowledge of principles, concepts, and method0logy related to Aircrew training devices/system operations and maintenance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of quality assurance principles, concepts, and methodology related to acquiring and maintaining Aircrew Training systems, simulators and ancillary training aids/devices. Knowledge of simulator manufacturing/modification methods and techniques, special processes, interrelationship of functional parts and subassemblies and skill in the developing plans and approaches to ensure effective control of simulator produced training quality. Knowledge of the practices, policies, and procedures of related functional and administrative activities such as contract administration, engineering, production, procurement, and supply and skill in effecting appropriate interface/coordination of quality assurance plans and programs. Skill in applying various methods and techniques for investigating, analyzing and effecting corrective action on complex quality problems encountered in Aircrew Training Systems. Ability to communicate effectively, both orally and in writing, to gain cooperation from other through tact, courtesy, and diplomacy. Ability to work effectively under pressure or under tight deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
