Description

Under general direction, with wide latitude for independent decisions, the Health Services Systems Analyst III is responsible for the ongoing professional support of a designated suite of clinical, business, and operational applications, including planning, implementing, and organizing activities relating to enterprise-wide health services application selection, deployment and optimization, on multiple hardware platforms, operating systems and software environments. Incumbents review, analyze, and evaluate systems and/or service requests using structured techniques and methodologies; manage all or portions of a project from the initial fact-gathering meeting through post-implementation review; and perform other related duties as assigned.

Distinguishing Characteristics

This is the level classification in the Health Services Systems Analyst series and is responsible for performing increasingly more difficult and complex duties including knowledge of specialized information systems application and related security and confidentiality requirements. Incumbents are required to be fully trained in all procedures related to their assigned area of responsibility and are expected to serve as project leads or experts in a particular application and may serve as a project manager.

Positions in this classification are located only in the Health Services Information Technology Unit and report to the Health Services Information Technology Supervisor or Manager.

Minimum Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field.

Certification: Certified Professional in Healthcare Information and Management Systems (CPHIMS) required. Some positions may require the employee to obtain and maintain vendor specific certifications on the applications supported. The incumbent will be required to obtain the certification requested within six (6) months of notification from the supervisor.

Experience: Five (5) years of system analysis experience, or its equivalent, including three (3) years in a large health care information systems environment, working with end users to extract, document and optimize data flow, implement systems, and support applications and databases. Incumbents will have demonstrable project management experience in the role of technical or application team lead for a major complex project or direct experience as a project manager for smaller projects.

Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major.

Substitution for Experience: A Master's degree in one of the fields noted above may be substituted for two (2) years of the required systems analysis experience (consistent with CPHIMS certification requirements). Possession of a current Epic certification may be substituted for six (6) months of the required experience.

Typical Tasks

Responsible for project plans and approves steps to meet implementation and/or upgrade schedule

Leads portions of an application implementation or manages entire implementation to support the internal/external customer

Leads the development of proposals for system modification or replacement including cost benefit analysis and resource requirements

Proposes comprehensive options for solutions to complex problems taking into account all technical and operational issues

Defines and performs primary testing of enhancement/upgrades before release to users

Approves detailed procedures on software installation and configuration

Approves test plans for all changes/upgrades to ensure performance and maintenance of data integrity

Leads integration of systems/process as needed within scope of project

Responsible for requirement documents to ensure that the business needs including functional specifications are documented and reviewed prior to system acquisition or system enhancement

Responsible for timely communication of all changes to internal/external customers and department management

Provides assessments of existing system capabilities, workflow, user requirements, options and outcomes, to evaluate the effectiveness of change

Works with internal analysts and technical staff to conceptualize function, data structures and best fit, and creates functional specifications to meet customer expectations

Functions as a key liaison between the technical team, user community, and stakeholders

Responsible for identifying, tracking, and reporting problems to vendors and for follow-up and resolution

Ensures initial and follow-up training is provided to customers

Provides and promotes excellence in customer service for both internal and external customers

May provide lead direction to subordinate personnel

Pay and Benefits

The pay range for this position is $45.00 - $75.00/hr.
