This position is a St. Paul CO position but also offers a various permanent work location of: Baxter, Bemidji, Detroit Lakes, Duluth, Mankato or Rochester
This position has the flexibility to telework, work a hybrid schedule, or work in the office (pending space). The incumbent will be required to make a telework arrangement with their supervisor and come into the permanent work location once a month. The incumbent will be expected to work in the office on occasion.
You will provide engineering and technical expertise on project development activities to the districts and Central Office (CO) functional groups by using P6, which is MnDOT’s scheduling and controls system. You will provide expertise and support in preconstruction activity administration using critical path method (CPM) schedule development, resource-loaded schedules, earned value, training, and project controls, change, risk, and quality management. You will work with project managers, Central Office functional group personnel, project engineers/supervisors, management, and other staff.
Additionally, you will be required to lead meetings, develop schedules in P6 and help Project managers understand critical work items and options for recovering project schedules to deliver on time.

Minimum Qualifications
Three years para-engineering experience (Transportation Specialist or equivalent) that demonstrates knowledge of:
Experience interpreting construction plans, manuals and specification books, written materials, plans, charts, and technical drawings; design standards, manuals, guidelines; and comprehend legal documents such as contracts, policies, and statutes.
Experience navigating a complex engineering application, such as P6, Microsoft Project, MicroStation, AutoCadd or similar, at the user interface level.
Experience with project life cycle; project management skills and understanding of program management standard practices.
Experience with (written and oral) communication sufficient to facilitate meetings, write and present technical information and develop, implement project scheduling so that control software/policies is coordinated effectively to all DOT and Districts.
Preferred Qualifications
Experience creating schedules in P6 program or Microsoft Project software for project development.
Experience with pre-construction through construction project delivery process; Highway Project Development Process (HPDP), and other State and Federal regulations pertaining to the development of pre-construction-construction projects.
