Summary You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the STAFFING DEPARTMENT, CODE 50 of OCHR SAN DIEGO OPERATIONS CENTER. Responsibilities You will review and process personnel actions, such as new hires, resignations, separations, promotions and awards. You will provide advisory services to HRO representatives and managers in identifying recruitment sources. You will research regulatory guides (e.g. CFR rules) and instructions to identify options available or a course of action in resolving staffing questions. You will review pay plan, series, and grade to ensure compliance with established OPM classification standards for a wide variety of professional, administrative, technical, clerical and wage grade positions. You will apply Priority Placement Program (PPP) operational requirements and procedures to staffing actions. Requirements Conditions of Employment Qualifications GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector recruiting for competitive appointment actions, interpreting and applying recruitment and placement laws, regulations, and policies; and reviewing and referring eligible applicants for competitive employment. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector recruiting applicants using various appointing sources; and interpreting and applying recruitment and placement laws, regulations, policies, and practices. GS-05: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector performing clerical work for a human resources program and providing basic human resources information to personnel. Education In lieu of specialized experience/general experience listed in the Qualifications section, applicants may qualify based on equivalent education, as follows: GS-09: Successfully completed a master's or equivalent graduate degree; OR Have successfully completed two full years of progressively higher level graduate education leading to a master's degree. OR Have obtained an LL.B. or J.D. that is related to the position being filled; OR you have a combination of experience and graduate education as described above that equates to one year of experience. GS-07: One full year of graduate level education. OR Have a Bachelor's degree with superior academic achievement. OR Have a combination of experience and education that equates to one year of experience. GS-05: Successfully completed a four year course of study leading to a bachelor's degree OR A combination of experience and education that equates to one year of experience. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/).
