Naval Facilities Engineering Command ENGINEERING TECHNICIAN (MICROGRID) in Marine Corps Air Station Miramar, California

Summary You will serve as an ENGINEERING TECHNICIAN (MICRO GRID) in the ELECTRICAL UTILITIES TEAM of NAVFAC SOUTHWEST. Responsibilities You will provide overall management, coordination and oversight of the Utilities Condition Assessment Program throughout the Public Works Department ensuring official databases such as INFADS, GIS and Maximo have accurate utility system information. You will ensure required preventative and corrective maintenance is being performed for all electrical and mechanical utility assets and will update inventories with new or deactivated assets. You will facilitate annual Risk Assessments to support project submissions such as SRM, MILCON and or Capital Investment Program. You will prepare statements of work, cost estimates, and perform Contracting Officer Representative responsibilities for UICAP related contracts and task orders. You will work with Federal, State, Local and Internal authorities to ensure compliance with guidelines environmental, policies, permitting, laws, and regulations concerning energy system operations. You will develop or improve policies and procedures to ensure safe, efficient and effective operation of the various energy systems. You will provide energy management and awareness training. You will be responsible for monitoring and control the MCAS Miramar electrical SCADA system, microgrid control system, and associated networks utilized by Miramar Energy. You will plan/coordinate periodic testing and demonstrations such as Energy Resiliency Readiness Exercises of the Miramar Microgrid system capabilities with Public Works/ tenants/local utility to ensure island and black start functions accordingly. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Determining if utilities equipment are kept in good working order by applying principles, concepts, and methods of utility system operation and maintenance; 2) Developing cost estimates with installation installations, alterations, repairs and/or maintenance for real property utilities such as structural components, mechanical systems or electrical equipment; 3) Using GPS equipment in gathering utility field data; 4) Determining the condition of shore facilities by using utility and utility equipment principles and techniques and 5) Analyzing work order requests for preventative maintenance requirements, repair and construction. Employee must be able to walk, stand, crawl, kneel, bend and climb (anns and legs) and must have rapid mental and muscular coordination. Work is sometimes required in and around areas with high noise levels, vibrating equipment, slippery surfaces and uneven surfaces. The incumbent must be able to cany up to 25 pounds or minor field tools such as sampling equipment, ladder and personal protective equipment (PPE). PPE is required per safely requirements. Physical examination is required for this position. WORK ENVIRONMENT: Job site visits provide exposure to conditions in hazardous environments where protective clothing and equipment may be required. Job site visits include work in confined spaces; this includes climbing buildings and/or visiting electrical pads. Work environment may often involve excessive heat, cold, humidity, noise and vibrations. Work will periodically involve use of catwalks, ladders and scaffolding. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
