This position exists to manage petroleum contamination related property transactions, investigations and cleanup actions in the Brownfields Section in accordance with state and federal statutes and Program policies. Projects include grant and voluntary party led actions. This position develops, with other members of the team and MPCA contractors, a scope of work for remedial investigation, feasibility study and response action for each assigned grant project . This position determines the availability of federal or state fund dollars for applicable sites. This position reviews work plans and prepares work orders in accordance with the Superfund, Petroleum and Agriculture Environmental Professional Master Contract and MPCA contracting procedures. This position reviews and approves invoices for work completed under approved site work plans. This position reviews environmental due diligence records, investigation reports, response actions, and Institutional controls to determine appropriate assurances and course of action for voluntary party led sites. This position determines the appropriateness of proposed response actions at development of Brownfields sites. This position requires knowledge of Agency Remediation programs such as the Brownfields program and Petroleum Remediation Program.

Minimum Qualifications

A Bachelor’s degree in Environmental Science, Geology, Soil Science, or other closely-related environmental field and two years of advanced professional-level experience doing project management related to environmental or pollution control management, oversight, or regulation (Advanced professional-level experience is equivalent to Senior Environmental Specialist, Environmental Specialist 3 level work). Experience must include comprehensive management of environmental investigations, cleanups, and/or oversight.

Candidates should have a working knowledge of environmental due diligence, chemistry, toxicology, hydrogeology, and construction.

Candidates should be skilled in communicating, negotiating, and collaborating with stakeholders who have varying ways of contributing to project outcomes. Communication skills should be sufficient to present information to non-technical audiences presenting the results concerning environmental and public health risks.

Candidates must have effective planning and project management skills and the ability to make decisions based on data.

Preferred Qualifications

Knowledge of the overall state and federal environmental regulatory framework related to environmental investigations and cleanup of contaminated properties.

Knowledge of federal, state, and local environmental laws, rules, regulations and standards related to environmental liability, environmental investigations, remediation, and cleanup actions required during redevelopment of contaminated property, including the Petroleum Tank Cleanup Act.

Experience in drafting scopes of work and budgets for environmental investigations and cleanups and soliciting bids for contractors for grant funded work.

Experience and knowledge with petroleum vapor intrusion pathways including working knowledge of mitigation approaches.

Experience with public communications efforts on health or environmental projects for diverse stakeholders with differing interests

Experience in leading and coordinating teams, including guiding and developing team members and monitoring individuals and team performance.

Experience in contracting, budgeting, and invoicing.

Data analysis and data management experience sufficient to identify and reporting information that is critical to program issues and decision-making.

Demonstrated ability to:

Make sound human health and environmental risk decisions based on data.

Plan, coordinate, influence, and negotiate with other agency staff, government agencies or departments and state contractors.

Resolve potentially contentious, controversial, and complex environmental issues.

Manage contractors and project budgets.

Develop management plans, strategies and milestones.

Advanced technical writing skills.

Physical Requirements

Ability to use a computer and perform keyboard functions for multiple hours per day. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
