Primary Purpose: Serves as Senior Program Analyst with Air Branch, Requirements Division, J8, United States Special Operations Command (USSOCOM), responsible for materiel requirements and solutions for Special Operations Forces (SOF). Provide support to Chief, Aviation Branch by analyzing, assisting, advising on completeness and accuracy of assigned materiel requirements. Responsibilities Develops United States Special Operations Command (USSOCOM) requirements/capabilities and assists in the dissemination of, and adherence to, acquisition guidance necessary to develop, process, field and sustain, assigned Special Operations peculiar (SO-P) classified/unclassified materiel requirements. Advocates commander/user positions in the total life cycle of assigned Special Operations peculiar (SO-P) materiel requirements and equipment. Maintains relationship with relevant operational test and evaluations personnel of assigned Special Operations peculiar (SO-P) materiel requirements and equipment to better determine operational suitability of the equipment. Prepares and presents high-level briefings of a classified nature; with many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements Requirements Conditions of Employment Qualifications This position is designated as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from use of illegal drugs and if requested, to submit to urinalysis testing. Selectee must sign a statement acknowledging the position occupied is a TDP. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of advanced program management and organizational principles and practices and a comprehensive knowledge of classified/unclassified requirements regulations, guidelines, principles and processes; and a thorough knowledge of Department of Defense, United States Special Operations Command (USSOCOM) Components, Theater Special Operations Commands (TSOCs), and Service operation and planning in the SOF environment and the way USSOCOM capabilities integration documents supports them. Comprehensive knowledge of the Federal, Department of Defense (DOD), and Service Joint Capabilities Integration System processes, USSOCOM Special Operations Forces Capabilities Integration and Development System processes, and thorough knowledge of USSOCOM Component and TSOC organizational goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of requirement process actions as related to actual events. High degree of skill in analyzing, assisting, and advising on completeness and accuracy of assigned SO-P materiel requirements for interoperability, functionality, compatibility, and feasibility to produce fully justified options presentable to higher levels of management for use in defending requirement decisions for USSOCOM present and future capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques to apply Joint Chiefs of Staff (JCS), Department of Defense (DOD), and command management principles, concepts, and methodologies, as well as Joint Capabilities Integration and Development System (JCIDS) and Special Operations Forces Capabilities Integration and Development System (SOFCIDS) policies, directives, and procedures. Knowledge of the mission, roles, functions, organizational structures, and operation of USSOCOM and subordinate/component organizations to provide command level staff guidance and/or conduct studies to determine Special Operations requirements. Knowledge of requirements and acquisition management principles (to include JCIDS and SOFCIDS) and techniques as they relate to classified/unclassified requirements oversight, review, approval, and command-level funding. Knowledge of the relationship of various unclassified and classified entities involved in overall planning and execution of military operations and evaluations, and the way the JCIDS and SOFCIDS processes supports them. Specific knowledge of USSOCOM, its missions, roles, functions, organizational structures, and operations to include their requirements and acquisition processes. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, reports, or papers suitable for top management use and decision-making. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
