Job Description:

US Battlefield Information Collection and Exploitation System eXtended (US BICES-X) is a cutting-edge program supporting DoD intelligence information sharing on current and emerging global threats to mission and coalition partners and emerging nations. With an internationally dispersed team supporting each combatant command, the US BICES-X team is in direct support of the war fighter and their missions. We are seeking a creative and driven professional with a passion for solving real world issues on a cross-functional, fast paced team.

This position is responsible for managing and maintaining Network Operations visibility and incident response actions for the US BICES-X Enterprise. A great candidate will lead the way in providing global oversight to the US and partner networks. The candidate will provide continual development of standards, policies, and procedures including automated performance metrics to effectively communicate the value, utilization, and efficiency of security operations to the Capability leadership.

Responsibilities:

• The Battle Captain/NOC Supervisor/Watch Officer is responsible for assuring availability of the mission network and application services as the decision maker for operations, analysis, assessments, monitoring and response, and is responsible for the development and dissemination of identified reports and briefs of operational statuses to senior government program management.

• Utilizes IT Service Management (ITSM) Principles to identify, categorize, prioritize, escalate, troubleshoot, and resolve incidents.

• Develops, maintains, and executes critical event notification procedures to the BICES Capability and other identified stakeholders.

• Provides central oversight for managing exercise and real-world enterprise Critical Information Technology

• Provides oversight to team for incident and service request fulfillment activities.

• Develops and documents shift and training checklists and materials, trains assigned team members on all assigned tasks.

• Responsible for daily briefings and engaging with senior staff.

• Monitors service availability and records service non-compliance findings.

• Supervises assigned operations staff, including service desk team.

• Responsible for maintaining and executing Continuity of Information Technology Operations (CITO) plan.

• Develops monitoring capabilities, thresholds, alerts, and support documentation for SolarWinds and Service Now toolsets.

• Manages data collection and reporting tasks for daily Network Operations briefing.

• Manages Weekly Activity Report (WAR) reporting process.

• Responsible for the overall management of the US BICES-X Authorized Services interruption (ASI) process throughout each Area of Operations

• Responsible for the successful socialization of all proposed/scheduled ASI’s with key, pertinent stakeholders, and customers.

• Quality assurance monitoring, prioritizing, and managing ASI Requests and service notifications as appropriate.

• Processing, de-conflicting, and tracking component ASI requests impacting US BICES.

• Gathering accurate information to clearly assign appropriate scope of impact to stakeholders and users.

• Ability to understand technical concepts and terminology and develop effective messaging to technical and non-technical audiences.

• Responsible for the development and maintenance of standard operating procedure (SOP) documentation, policies, and standards for effective ASI management

• Supports continual process improvement of information collection and dissemination methods to facilitate detailed customer briefings and presentations.

• Attends identified customer meetings and may serve as primary client liaison.

• Interacts with other agencies on behalf of the client as required.

• Perform all other tasks and duties as assigned by the Network Operations Security Center Lead

24/7 Position. Shift work is required, to include holidays and weekends.

Qualifications

Required Qualifications:

• Bachelor’s degree, preferable in computer science, or information/technology systems management

• In lieu of bachelor’s degree – may substitute for nine years of directly related experience supervising/leading network and systems teams in administration and support of enterprise operations.

• 5+years of operational experience in which at least 2 years of related experience in supervising/leading network and systems teams in administration and support of enterprise operations.

• Must possess and maintain a Secret clearance.

• Must meet DoD 8570 requirements and be eligible for IAT level II access upon hire.

• Position requires experience with briefing senior leadership and conducting ad hoc high-level briefings to scheduled audience.

• Experience with IT Service Management (ITSM).

• Experience with ServiceNow or alternative ticketing system.

• Must obtain ITIL V4 training and Certification within 120 days of employment.

• Must work shift work, to include holidays and weekends.

Preferred Qualifications:

• Experience with Incident Response, and enterprise monitoring tools.

• Experience with US BICES is preferred, but not required.

The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.

The likely salary range for this position is $81,345 - $110,055. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
