BWXT is currently seeking a Licensing Engineer for its Advanced Technologies location in Lynchburg, VA!

BWXT is People Strong, Innovation Driven - be part of BWXT’s innovation hub. BWXT’s Advanced Technologies (AT) group researches, designs, and develops innovative new nuclear reactors, nuclear rocket propulsion systems, and radioisotope production systems for both internal and external customers.

The Licensing Engineer will provide senior level licensing support for complex regulatory projects while ensuring compliance with nuclear safety and licensing requirements. The Licensing Engineer will ensure the development of timely and high-quality products for submittal to regulatory agencies with infrequent or no supervision. The Licensing Engineer will also provide licensing services to design, testing, manufacturing engineering internal resources on regulatory and licensing activities in support of BWXT AT projects. The Licensing Engineer will support the Licensing Manager’s interface with the regulatory agencies and industry groups on assigned activities.

This role requires substantial regulatory background and knowledge of nuclear reactor systems and nuclear quality assurance requirements. The ideal candidate will also have exceptional interpersonal skills to support multiple regulatory activities simultaneously across joint organizational teams.

Job Description / Duties:

  • Develop effective regulatory strategy based on industry and regulatory guidance documents.

  • Make recommendations based on the analysis of technical and regulatory information through independent efforts.

  • Support interface with clients and provide support to clients as required.

  • Develop and manage inputs to the regulatory applications and other legal processes for obtaining licenses and permits.

  • Provide technical regulatory guidance to internal project resources, cross-functional work teams for complex issues to resolve licensing strategy, implementation, or interpretation issues.

  • Oversee and support licensing programs and schedules for various regulatory engagements and actions.

  • Provide support for regulatory meetings and hearings for assigned projects.

  • Support interface and interactions with industry groups (e.g., NEI, EPRI etc.) as directed by the responsible manager.

  • Develop and support submittal of project licensing documents and ensure that licensing documents are complete, accurate and in compliance with the licensing strategy, commitments, and statutory requirements in all material respects.

  • Prepare, edit, and review regulatory submittals to regulatory agencies in support of BWXT licensing efforts.

  • Apply authoring, reviewing, editing, document planning, and organizational skills for preparation of large and complex nuclear license applications.

  • Ensure that BWXT AT programs are compliant with applicable regulations, codes, and standards.

  • Support various project activities (e.g., provide input to proposals, schedules, budgets, task plans, and resource assignments).

  • Support the development and maintenance of procedures and guidelines for regulatory activities.

Job Qualifications / Requirements:

  • A Bachelor’s degree in Engineering (Mechanical, Nuclear or similar discipline) is required.

  • A minimum of seven (7) years of relevant experience is required.

  • Must have excellent verbal and written communication skills for technical documents and presentations.

  • Must be a strong team player with the ability to develop effective relationships with internal and external customers and suppliers.

  • Proficiency with Microsoft Office, including Word, Excel, and Project is required.

  • Must be a U.S. citizen.

  • Must be able to obtain and maintain a U.S. Department of Energy (DOE) or Department of Defense (DOD) security clearance, whichever is required.

Additional Desired Skillsets:

  • Experience in the nuclear industry with a regulatory focus and understanding of NRC and/or DOE requirements.

  • Prior experience interfacing with or for government agencies such as NRC, NASA, DOE, and DOD.

  • Familiarity with ASME NQA-1 requirements.

  • Active DOE or DOD security clearance.

The base salary range for this position in [[stateProvince]] at the start of employment is expected to be between $[[custsalaryMin]] and $[[custsalaryMax]] per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement.
