Summary This career/career-conditional permanent full-time position is located in located in Shenandoah National Park, in the Administration Division. Responsibilities The purpose of this position is to perform work involving the performance of routine and recurring assignments providing information technology (IT) customer support independently or in support of the work of a more senior specialist. Duties may include: Install and test software and computer hardware which includes personal computers, printers, servers, radio equipment, and other peripheral equipment. Troubleshoot systems and equipment errors and connectivity problems and resolves most problems. Troubleshoot and maintain the stability of communication lines and equipment. Track customer hardware and software problems through the use of a customer support database. Plan and schedule the installation of new and upgraded hardware and software applications. Assist with development of specifications, work statements, and evaluation criteria for procurement and/or financial assistance awards for IT, radios, telephones, and other equipment. This position may be filled at either the GS-07 grade level or the GS-09 grade level. Duties will be developmental in nature when filled below the GS-09 full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. GS-07 annual salary range: $55,815 - $72,561. GS-09 annual salary range: $66,732 - $86,750. POSITION LOCATION: Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources, scenic beauty, and congressionally designated wilderness within Virginia's northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment, recreation, inspiration, and stewardship. Within just 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks, hidden hollows, cascading streams, accessible wilderness, and stunning natural beauty. Approximately 40% of the Park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive, SHEN was established as an eastern Park that provided a "western Park experience". Due to the Park's easy accessibility to D.C and other highly populated areas along the east coast, visitation exceeds 2 million visitors annually which results in significant resource protection and visitor management issues and incidents. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You may be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Government housing is not available. Uniform: You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You occasionally may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You occasionally may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-05/20/2024. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the private or public sector) that includes providing assistance and support related to Information Technology such as: coordinating customer support activities sufficient to receive, respond to and ensure complete resolution of desktop computer issues; providing routine advice, guidance and training related to software, IT systems or equipment to enhance customer knowledge, as well as to prevent recurring help desk inquiries; -AND- must show proficiency related to Attention to Detail; Customer Service; Oral Communication, and Problem Solving. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 1 full year of graduate level education, -OR- Superior Academic Achievement. Major field of study must be in computer science, engineering, information systems management, information science, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must include transcripts. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the private or public sector) that includes performing routine and recurring Information Technology assignments in: coordinating customer support activities sufficient to receive, respond to and ensure complete resolution of desktop computer issues; providing software, IT systems or equipment guidance and/or training to enhance customer knowledge, as well as to prevent recurring help desk inquiries; diagnose and resolve customer IT problems; install, configure, and test customer workstations; apply security/information assurance policy, principle, and practices in customer support services; -AND- must show proficiency related to Attention to Detail; Customer Service; Oral Communication, and Problem Solving. -AND- must show proficiency related to Attention to Detail; Customer Service; Oral Communication, and Problem Solving. Physical Demands: The work is primarily sedentary; however, some work may require walking and standing in conjunction with customer site visits, travel, and attendance at meetings and conferences away from the work site. The work may also involve carrying light items, such as papers, books, or small parts; lifting, with assistance, carious pieces of IT equipment such as computers, components, and printers; or driving a motor vehicle. The work does not require special physical effort. Working Conditions: Work is typically performed in an office setting where typical risks and discomforts that require normal safety precautions occur; however, some work may occur in research facilities or industrial and/or maintenance areas that may require the use of hardhats, hearing protection, or other protective equipment.
