The primary purpose is to serve as a profession architect, performing design, project programming, construction mgmt./monitoring duties & improvement projects of real property facilities and infrastructure. Responsibilities Duties GS-11 Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of architecture. Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of architectural to ensure overall compliance with contracted specifications, schedules, etc. Evaluates/recommends programs and development plans and advocates for project requirements. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination. Coordinates projects with other architects, engineers in a variety of disciplines and planners. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Duties GS-12 Performance planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of architecture. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination. Coordinates projects with other architects, engineers in a variety of disciplines and planners. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT FOR GS-0808-11/12: A Bachelor's degree (or higher degree) in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which 30 semester hours were in architectural design, and 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR FOR GS-11 REGISTRATION: Candidates registered to practice architecture by one of the State registration boards, using standards in compliance with the basic minimum provisions recommended by the National Council of Architectural Registration Boards, are recognized as meeting the full requirements for eligibility. OR COMBINATION OF EXPERIENCE AND EDUCATION: College-level education, training, and/or technical experience that furnished (1) thorough knowledge of the arts and sciences underlying professional architecture, (2) a good understanding, both theoretical and practical, of architectural principles, methods, and techniques; applications to the design and construction or improvement of buildings. Examples of specialized experience includes professional knowledges and abilities applicable to a wide range of architectural duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related architecture and engineering disciplines as they relate to design. Comprehensive knowledge of the installation/command mission and organization. This definition of specialized experience is typical of work performed at the GS-09 grade/level or equivalent in the federal service. OR OR EDUCATION: Ph.D. or equivalent doctoral degree in architecture or in a related field or 3 full years of progressively higher-level graduate education leading to such a degree in architecture or in a field directly related to the position to be filled. OR OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of and familiarity with related fields of work such as architectural, civil, electrical, mechanical, structural and environmental engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations.
