Overview

This position manages the Technical Training Programs, Company employee Operator Qualification (OQ) Evaluations, and champions the Gas Distribution Operations safety culture and related OQ and Safety compliance obligations. Position is responsible for ensuring the integration of safety and technical training with the strategic initiatives within Gas Operations and other Company areas that perform gas work. Responsible for the planning, directing and coordination of training and safety programs, policies, and initiatives within Gas Operations.

Responsibilities

• Develops and delivers a comprehensive strategic technical training plan for field operations within Gas Distribution Operations and other areas that perform Gas work. Develops and implements training in regards to Safety policies and programs, the Operator Qualification plan, and Gas Operating and Maintenance procedures/ Gas Work Standards. Develops a program that includes specialized and implement and required technical, compliance and safety training. Identifies training needs by consulting with different stakeholders and conducting needs analysis. Partners with Gas Operations management to identify and diagnose technical skill improvement opportunities and determine corrective actions.

• Works with Subject Matter Experts (SME) to identify objectives, gather, material, structure effective lessons and develop assessment tools appropriate for technical and field audiences. Manages writing, revisions, and edits of training documents based on information provided by SMEs and procedural updates. Consults with SMEs and Technical Trainers on a regular basis to ensure accuracy and relevance of content to training; works with and facilities design teams and ensures timely development of training modules.

• Responsible for maintenance of Operator Qualification training program content via 3rd party service provider, associated contracts, records, documentation, and metrics. With the OQ Program Manager, provides strategic direction and oversite to the Compliance function's Operator Qualification Program. Responsible for the Operator Qualification evaluations for Gas Distribution Operations and Business Partner mechanical joining and fusion tasks. Ensure the relevance of the OQ evaluations through continuous evaluation and uniformity throughout the GSTT organization. Ensure OQ program is effective in training and evaluating employees (and contractors). Creates metrics and continually evaluate the validity and reliability of the OQ Evaluation program while ensuring regulatory requirements are met. Engage with stakeholders including operations supervisors, technical support, and others to assess their documentation and OQ training needs and ensure that they are being met. Oversee the transition of relevant training and operator qualification content and back office systems to the appropriate Company platform(s). Responsible for retaining records and documentation associated with technical training and OQ Evaluations.

• Demonstrates a strong and visible commitment to safety of employees and contractors through support and coordination with site safety teams, safety tailgates and continuous re-enforcement of safe working practices in compliance with company safety policies, PHMSA, OSHA, KOSHA, regulations and other related state and federal regulatory agencies. Actively participates in industry organizations such as American Gas Association, Southern Gas Association, and Kentucky Gas Association. Monitors industry developments and standards including National Safety Council, American National Standards Institute, and American Petroleum Institute.

• Manages field safety audits of employees and contractors to ensure safe operating practices and regulatory compliance. Directs regular job site inspections/observations of employees and contractors to ensure required safety and compliance procedures and standards are followed and to evaluate the application of practices and skills taught in training sessions. Investigates serious injuries and near misses and counsels with employees involved in incidents. Fosters the Gas Operations Safety culture for reducing injury and near miss occurrences. Develops metrics and reporting on safety performance and benchmarks for best practices to enhance safety culture and performance. Meets safety regulatory reporting requirements.

• Manages the budgeting and Business Plan development for safety and technical training within Gas Safety and Technical Training. Annual development, oversight and management of the budget and general oversight of all field training facilities and personnel. Selecting and managing resources including both internal employees and training vendors to develop training staff. Provide opportunities for training certifications and continuous education of training staff including new employees and existing training staff.

• In conjunction with other organizational areas, manages and coordinates gas emergency training exercises with emergency agencies throughout the LG&E and KU gas service territory and the development.

• Performs other duties as assigned

Qualifications

Bachelor's Degree in a technical or business field or equivalent experience (e.g. achieved a fully qualified journeyman in gas discipline)

8+ years in safety/gas operations or an equivalent combination of education and experience on a year for year basis

Must have knowledge of gas operations

Natural Gas Field Operations, operator qualification and compliance experience

Strong Communication skills including verbal and written

Experience in training, delivering and developing curriculum in an adult learning format. Strong documentation skills.

Team building and employee development experience

Strong project management skills

PREFERRED QUALIFICATIONS

Excellent PC skills.

Excellent analytical and project management skills.

Superior interpersonal relations skills and written/oral communications.

Experience or training in OSHA regulations helpful.
