Louisville Metro Government Executive Administrator - Business Operations in Louisville, Kentucky

THIS POSITION WILL BE OVERSEEING THE BUSINESS OPERATIONS DIVISION

Manages and oversees the daily business operations of Public Works. Responsibilities include establishing partnerships with the Office of Management and Budget (OMB), other Metro agencies, and internal/external stakeholders as well as coordination with OMB to identify and develop the annual budgetary needs of the department, monitoring and managing daily financial activity to include expenditure approvals, revenue recognition, asset and capital project reporting, contract execution, cash handling requirements, procurement procedures, etc. Works to develop departmental principles and financial policies in accordance with OMB’s Metro-wide policies that inform the budget process based on departmental priorities, and the strategic plan. Assists with grant funding tracking as needed. Provides necessary reporting and analysis to assist leadership in making sound financial business decisions that are sustainable and aligned with the strategic plan. Manage adherence to department responsibilities related to OMB and HR policies and procedures. Lead for the Public Works and OMB to provide effective reporting mechanisms and communication strategies that engage, inform, and educate budget strategies. In addition to the minimum requirements of this position, additional desirable skills include financial analysis and data comprehension, demonstrated understanding of general accounting and budgeting concepts, and effective communication.
 

ESSENTIAL FUNCTIONS:
Manages administrative support services including budget, grant applications, personnel, public information, regulatory compliance, strategic plan, staff development and training and other operational activities
Evaluates policies and procedures and develops and implements modifications
Exercises supervision over subordinate personnel

Examples of Duties

UNDER GENERAL DIRECTION
Directs administrative support operations, assists in resolving personnel and operational issues, consults with management on long-range plans and coordinates new programs and services
Evaluates workflow processes, establishes priorities and delegates work assignments to achieve goals and objectives
Interprets, explains and enforces regulations, policies and procedures
Coordinates activities with other departments and external agencies to achieve maximum utilization of personnel and equipment
Represents the department to the public to coordinate, explain and discuss programs and services
Assists in budget preparation, controls expenditures and prepares and submits grant applications for programs and services
Determines staff development and training needs and coordinates program scheduling to address the needs
Directs the research and data collection with staff and prepares reports on programs
Coordinates with staff the preparation of presentations, speeches and other correspondence, and reviews information before dissemination to the public
Oversees and assists in the scheduling of the department director's meetings with local, state, federal and international agencies and officials
Prepares reports and correspondence, completes special projects, and maintains records and files
Performs related work

WORK EXPERIENCE
Four years of business, health care, education, marketing or public relations administration experience, including two years of managerial experience

EQUIVALENCY
An equivalent combination of education and experience may be substituted, but must include two years of managerial experience

Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related work
