Based out of Louisiana, Texas, or Oklahoma, the role of the Senior Environmental Consultant / Technical Resource Group Leader is to grow and lead our business center assessment and permitting practice. This position will provide Technical Resource Group leadership, grow revenue and staff, support project delivery and project management, and provide technical support for environmental projects across multiple industries in the Gulf Region with a primary focus in the oil and gas sector. The position requires a growth and leadership-minded individual with excellent problem solving and communication skills and strong assessment and permitting experience. Project management experience is also required.

Your Opportunity

Stantec’s Environmental Services division is currently seeking to add a Senior Environmental Consultant / Technical Resource Group Leader to our team in a client-facing role supporting growth in the western gulf area with a focus on the oil and gas industry. The individual in this position will help lead growth of our environmental practice in the Gulf Coast Region and work with client account managers to expand our services. Additionally, this role will serve to unite the assessment and permitting team across the Gulf Region western Business Center (BC) through team leadership, mentoring and collaboration.

In this role, you will be responsible for developing, maintaining, and enhancing Stantec’s market profile and position as it relates to assessment and permitting services within the US Gulf Coast operating region. You will also oversee a team of assessment and permitting staff and direct projects and project teams in a variety of sectors and markets throughout the complete life cycle of projects, beginning in the pursuit phase.

The ideal candidate will have prior experience providing permitting (including agency coordination) with the United States Army Corps of Engineers (USACE) and state agencies in the region (for example, Louisiana, Texas, Arkansas, or Oklahoma), wetland delineation and/or mitigation, due diligence, project management and technical service in water/water quality, impact assessments, National Environmental Policy Act (NEPA), state and federal listed species survey requirements, and Section 7 and 10 consultation under Endangered Species Act etc. Types of projects may include but are not limited to: natural gas pipelines, Liquified Natural Gas (LNG) facilities, solar facilities, other energy-related projects, mitigation/conservation banking, water resources, roadways, and residential and commercial permitting. In addition, this candidate will be responsible for managing major projects, leading project teams, and sponsoring individual projects across the region. Responsible for growth of the Natural Resource business and develop technical teams in Business Center to support project work.

As Senior Environmental Consultant, you will leverage your technical skills, industry and market knowledge, and client and partner relationships to win and deliver projects to grow the discipline along with other business developers and leaders.

Your Key Responsibilities

  • Engage directly in identifying, pursuing, and winning projects; lead and participate in proposal preparation

  • Develop, maintain, and enhance Stantec’s market position with clients, approval agencies, and industry professionals as an outstanding service provider

  • Lead technical approach development and delivery for projects

  • Lead the Assessment and Permitting Technical Resource Group for the Gulf West Business Center

  • As Technical Resource Group Lead, you will be knowledgeable on Business Center strengths, challenges, and areas of need

  • Work with Business Center and Regional leadership to prioritize and plan areas of focus and hiring

  • Facilitate monthly meetings with assessment and permitting team leads to review and manage current and forecast workload, utilization, revenue generation and hiring needs/gaps

  • Work with Business Center leadership on improving the quality, project delivery, and project management programs

  • Collaborate with and manage a community of staff across various sectors, including but not limited to federal, state, and local clients, power, municipalities, and other industrial clients

  • Establish project objectives and procedures and lead teams on proposals, planning studies, designs, due diligence and assessment and permitting projects.

  • Prepare workplans and project deliverables

  • Possess good business awareness and acumen and maintain a strong understanding of project management fundamentals: project scope, cost, schedule, and quality

  • Have a clear understanding of current and future market and business conditions, revenue and profit potential, and major clients and competitors within the Gulf Region markets with a focus on Louisiana, Texas, Arkansas and Oklahoma

  • Grow Stantec’s professional relationships with stakeholders and decision makers within key client accounts

  • Grow internal and external networks and identify additional high caliber talent across a range of professional disciplines to join the Stantec team

  • Complete work in line with Stantec’s Core Values and in accordance with our Health, Safety, Security, and Environment (HSSE) procedures and Design Delivery Guidelines

  • Demonstrate active commitment to Stantec’s code of business conduct and ethics policies

  • Provide mentoring and training for staff

Qualifications

  • Possess strong critical thinking, analytical, and problem-solving skills and make timely decisions

  • Work well as part of a team and independently, including strong interpersonal skills and professionalism

  • Review and check the work of others for quality, accuracy and completeness

  • Demonstrate strong mentoring and leadership skills and desire to encourage and coach staff

  • Mentor and/or supervise team members (e.g., scientists, engineers, technicians)

  • Manage multiple projects and tasks simultaneously to meet project deadlines

  • Travel locally, regionally, and nationally as required for proposal and project needs

  • Pass a background security check and drug screens

  • Possess valid US driver’s license and good driving record

Education and Experience

  • Bachelor’s and Master’s degree in environmental science, biological resources or closely related field required.

  • Professional Wetland Scientist (PWS), Certified Wildlife Biologist (CWB) or Professional Certified Ecologist (CE), or Certified Ecological Restoration Practitioner (CERP), Certified Environmental Professional (CEP) preferred but not required.

  • Minimum 15 years of progressively responsible experience with technical specialization and expertise in the environmental compliance, natural resource assessments and studies, and permitting.

  • Experience in managing and providing environmental consulting services to project developers in support of project siting, design, and permit applications is essential.

  • Local, state, and Federal compliance and environmental permitting experience required.

  • Strong written and oral communication.

  • Detail oriented, resourceful

  • Experience working on heavy industrial, municipal, state, and federal contracts; working within the US South region

Flexible office and/or field arrangements depending on required activities. Typical office environment includes working with computers and working at a desk for long periods of time. Field work may include exposure to the elements including inclement weather.
