Job Title:Labor Compliance Analyst

Position Overview:The Labor Compliance Analyst is responsible for monitoring, auditing, and enforcing the Los Angeles Community College District (LACCD) Labor Compliance Program in accordance with LACCD and Department of Industrial Relations (DIR) standards. This role involves conducting field interviews, coordinating with contractors and subcontractors, and ensuring compliance with various labor laws and regulations, including the California Labor Code, California Code of Regulations, the Federal Davis-Bacon Act (when applicable), and all other relevant requirements.

Key Responsibilities:

  • Collaborate with LACCD staff to determine the applicability of state and federal prevailing wage requirements and provide wage rate information for contract solicitation documents.

  • Prepare and present labor compliance requirements at pre-bid and pre-construction meetings for contracts subject to prevailing wage regulations.

  • Address questions and concerns from contractors and construction workers regarding prevailing wages.

  • Ensure proper reporting of prevailing wages, fringe benefits, and apprentice utilization, and facilitate the resolution of employee wage violations.

  • Collect and review weekly Certified Payroll Records (CPRs) and supporting documents from prime and subcontractors, including statements of compliance, fringe benefit statements, payroll deductions, and apprentice registration.

  • Communicate with contractors to resolve discrepancies or deficiencies in CPR submissions.

  • Investigate alleged contractor violations identified through CPR reviews, site visits, or worker complaints.

  • Conduct audits of contractor documents as necessary, determining appropriate withhold amounts for unresolved issues.

  • Notify contractors of audits, conduct preliminary meetings, and prepare withholding notices for contract payments.

  • Participate in settlement meetings and hearings as required.

  • Maintain comprehensive and up-to-date electronic and/or hardcopy contract files containing all relevant labor compliance information.

  • Respond to requests regarding payroll-related or labor compliance documents.

  • Monitor changes and updates to state and federal labor compliance regulations and prevailing wage standards; work with the Labor Compliance Officer to apply updates to compliance procedures and practices.

  • Assist in developing labor compliance policies, procedures, templates, and instructional manuals.

  • Manage all onsite activities for the LACCD Labor Compliance Program (LCP) Department.

  • Travel to project sites throughout the district, conduct site visits and job walks, perform labor standards interviews with a random sampling of tradespeople, investigate complaints, and report activities monthly.

  • Act as the main liaison between campus staff and the LCP team.

  • Conduct observations, worker interviews, and assist with site investigations.

  • Ensure that labor compliance and wage postings are visible at project sites.

  • Attend project meetings as required, including pre-bid, pre-construction, and progress meetings.

  • Maintain organized records of working documents, including project interviews and resolution paperwork.

  • Perform other related duties as assigned.

  • Work schedule includes four days in the office and one remote day per week, subject to department supervisor approval and subject to change.

Minimum Required Qualifications:

  • Minimum of two (2) years of experience in public works construction.

  • Bachelor’s degree in a related field from a recognized college or university. Additional qualifying experience may be substituted for education on a year-for-year basis.

  • Strong understanding of construction practices, state and federal labor laws, and the ability to interpret and apply labor regulations in compliance with DIR and Build LACCD Program standards.

  • Ability to work effectively in a fast-paced environment.

  • High level of interpersonal skills to handle sensitive and confidential situations and documents.

  • Strong written and verbal communication skills.

  • Valid California driver’s license and ability to travel.

  • Proficiency in MS Office, including Excel and Word.

Preferred Qualifications:

  • Experience in Labor Compliance and using LCPT Tracker.

  • Bilingual proficiency in Spanish.
