Los Alamos National Laboratory Technical Project Manager 2/3 in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Technical Project Manager 2 / Technical Project Manager 3 level, depending on the skills of the selected candidate(s). Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Production Support Services Group is seeking a highly motivated Technical Project Manager to work with the Manufacturing Management Systems team. The primary core functions are to support the Manufacturing Management System projects, which includes custom application implementation of Oracle Manufacturing Requirements Planning (MRP), iBASEt Solumina Manufacturing Execution System (MES), Electronic Sales Package, Digital Build Book, Digital Data Acquisition and Data Warehouse.

Technical Project Manager 2

The selected candidate will manage and ensure the timely completion of multi-discipline information technology (IT) projects of various levels of complexity and scope. Uses specific knowledge about one or more areas of Project Management to research, plan, communicate and achieve IT objectives through a project team. Oversees and directs the project aspects of the team while the software developers plan, track and execute the technical side of project plans from start to completion. Recommends changes to improve project management process and to produce cost and time effective delivery of projects. You will work closely with the customers to ensure you provide excellent customer service support. You will interact on a daily basis with Functional Users, Software Developers, DBAs, TAAs, and System Admins. Manage Scrum framework for software development projects and prioritizes the JIRA ticket system with customer input. Additional tasks will be assigned as new features and enhancements are requested and developed for the systems. You will be expected to accomplish work assigned under moderate supervision and direction from First Line Manager and Lead Technical Project Manager.

Other responsibilities include:

  • Work closely with Information Technology or Information Security programs, Office of the Chief Information Officer, and IT line management to manage cost, scope, and schedule and ensure that programmatic mission needs are being met.

  • Coordinate scheduling and communication with customers, IT resource managers, patching managers and stakeholders to provide the highest level of customer service to the Weapons Production mission.

  • Apply knowledge and experience to develop an implementation plan that covers Information Technology programmatic work from conception to completion.

  • Report and document requirements and report status, manage expectations, and solicit upcoming issues.

  • Understand and adhere to all Laboratory and regulatory IT guidance and software development best practices.

Technical Project Manager 3

In addition to the Job Requirements outlined above, qualification at the Technical Project Manager 3 level requires:

Wide-ranging experience demonstrated performance with professional concepts and executing company objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development and/or implementation of new technical standards and methods. Considered an expert in the field of IT project management. Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors. Work is accomplished without considerable direction and/or coordinates activities of other personnel. Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments. The selected candidate will be responsible for developing, negotiating, and defining mission goals as they relate to Information Technology project management. Candidates will work with external and/or internal organizations to evaluate, develop, negotiate and maintain partnerships and strategic relationships.

Other responsibilities include:

  • Execution and management of IT capability-focused development projects and O&M work packages as assigned.

  • Participate and work through the applicable Governance Boards or Steering Committees to obtain prioritization for the IT portfolio being worked.

  • Integrate significant, unique, and/or complex Information Technology program work.

  • Participate in strategic planning initiatives and the development of IT roadmaps for the Weapons Production Directorate.

Minimum Job Requirements:

Technical Project Manager 2

Knowledge and Expertise: Working knowledge and experience in developing and maintaining project plans; program work scope, schedule resources for project scope, provide and maintain budgets for project scope, manage priorities and performance milestones, manage change control, and provide risk analysis. Working knowledge of Information Technology in one or more of the following areas: hardware, software, network infrastructure, and/or telecommunications.

Demonstrated ability to develop effective customer and stakeholder relationships; interacting with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.

Leadership: Demonstrated experience leading a complex project, program, or line organization.

Accountability: Experience working with confidential or proprietary information, classified documents or sensitive information.

Communication: Excellent written and oral communication skills, organizational, and presentation skills.

Education/Experience: Bachelor's or higher degree from an accredited college or university and a minimum of 5 years of related work experience; or an equivalent combination of education and experience directly related to the occupation.

Technical Project Manager 3

Knowledge and Expertise: Advanced knowledge and experience in developing and maintaining project plans; program work scope, schedule resources for project scope, provide and maintain budgets for project scope, manage priorities and performance milestones, manage change control, and provide risk analysis. Advanced knowledge of Information Technology specifically related to Manufacturing Execution Systems in one or more of the following areas: hardware, software, network infrastructure, and/or telecommunications.

Advanced and proven ability to develop effective customer and stakeholder relationships; interacting with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.

Desired Qualifications:

Technical Experience: Project Management Professional (PMP) Certification or equivalent project management training. Experience with business processes associated with manufacturing and manufacturing software. Experience with the Software Lifecycle Management Processes including the development of security or software quality assurance plans. Experience in Digital Manufacturing and/or Digital Data Acquisition.

Leadership: Advanced experience leading multiple complex projects, programs, or line organizations.

Accountability: Advanced working knowledge with confidential or proprietary information, classified documents or sensitive information.

Communication: Excellent written and oral communication skills, organizational, and presentation skills.

Education/Experience: Bachelor's or higher degree from an accredited college or university and a minimum of 8 years of related work experience; or an equivalent combination of education and experience directly related to the occupation.

Additional Information:

Nuclear Facility Compliance: Familiarity with DOE/NNSA Laboratories research and development mission areas.

Clearance: Active DOE Q clearance and HRP Certification.

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, ยง712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
