We have the immediate need for a Quality Assurance Specialist II and III to contribute to the mission of Los Alamos National Laboratory (LANL). LANL is a multidisciplinary research institution dedicated to enhancing national security by ensuring the safety and reliability of the U.S. nuclear stockpile, developing technologies to reduce threats from weapons of mass destruction, and solving problems related to energy, environment, infrastructure, health, and global security concerns. The Institutional Quality and Performance Assurance-Quality Support Services (IQPA-QSS) group is a diverse group of talented people who are committed to supporting LANL’s institutional project and programmatic quality assurance requirements. The Quality Engineer (QE) selected for this role will report to the IQPA-QSS Project Execution Team Lead and Group Leader. The QE will be deployed to J-Division to provide quality assurance support to the Dynamic Structure Design and Engineering Group (J-2) Hydrotesting and Sub-critical Experiments. The selected candidate will: Review and prepare procurement documentation germane to quality assurance, quality engineering, and quality control requirements. Participate in the development, implementation, and evaluation of processes, procedures, and applications contributing to the overall objective of sustaining an effective engineering, procurement, and program Quality Management System. Perform onsite NCR investigations and verifications. Coordinate and/or conduct audits and surveillances of quality-affecting engineering, procurement, construction, and ancillary project work. This position will be filled at either the Quality Engineer 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level. What You Need Minimum Job Requirements Quality Engineer 2 Knowledge and application of nuclear codes and standards. For example: 10 CFR 830 Subpart A, DOE Order 414.1D, national consensus standard ASME NQA-1—2008/ASME NQA-1a-2009 Addenda to ASME NQA-1 – 2008, ISO 9001, and U.S. Nuclear Regulatory Commission Regulatory Guide Series or equivalent. Knowledge of the application of ASME Boiler & Pressure Vessel Code for the procurement, fabrication, inspection, testing and In-Service inspection & evaluation of Pressure Vessels and Piping. Experience participating in and supporting quality assessments, surveillances, audits and/or Non-Conformance disposition and closure. Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, specifications, and schematics. Ability to effectively communicate with all levels of personnel across multiple organizations to solve complex problems. Sufficient application experience to comprehend specified requirements in disciplines that include welding, nondestructive testing, geometric dimensioning, and tolerance. Knowledge of engineering, procurement, and construction practices sufficient to comprehend specified requirements in disciplines that include Commercial Grade Dedication (CGD) and application of the graded approach in an NQA-1 environment. Three years of experience as a Certified Welding Inspector - American Welding Society (AWS-CWI) Current certification or previous certifications in three or more of the following NDE Level II Inspection (RT, UT, MT, PT, VT), Piping or Pressure Vessel Inspection, Mechanical Inspections. Currently have or can obtain a Q level Clearance. Additional Job Requirements for Quality Engineer 3: In addition to the requirements outlined above, qualification at the higher level requires: Advanced level knowledge and application of nuclear codes and standards. For example: 10 CFR 830 Subpart A, DOE Order 414.1D, national consensus standard ASME NQA-1—2008/ASME NQA-1a-2009 Addenda to ASME NQA-1 – 2008, ISO 9001, and U.S. Nuclear Regulatory Commission Regulatory Guide Series or equivalent. Advanced level technical knowledge of the application of ASME Boiler & Pressure Vessel Code for the procurement, fabrication, inspection, testing and In-Service inspection & evaluation of Pressure Vessels and Piping. Advanced level experience participating in and supporting quality assessments, surveillances, audits and/or Non-Conformance disposition and closure. Advanced ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, specifications, and schematics. Advanced ability to effectively communicate with all levels of personnel across multiple organizations to solve complex problems. Education/Experience at lower level: Position requires a bachelor’s degree in engineering, quality assurance, or industrial systems engineering or a related field and 3 years of related experience; or an equivalent combination of education and experience directly related to the occupation. Education/Experience at higher level: Position requires a bachelor’s degree in engineering, quality assurance, or industrial systems engineering or a related field and 8 years of related experience; or an equivalent combination of education and experience directly related to the occupation. Desired Skills Experience ensuring quality assurance requirements are met during the design, bid, build, and start-up of nuclear, non-nuclear, high, moderate, and low-hazard facilities and process equipment. Current or previous auditor training or certification from a recognized professional organization and/or auditor qualification from a previous employer. Knowledge in ASME Y14.5 Dimensioning and Tolerancing and various Mechanical and Material Testing methods and applications. Currently have or can obtain HRP. Essential Job Functions (can perform with or without reasonable accommodation): Lifting 10-20 pounds, Climbing ladders, Distance vision, Fine motor control, Stooping, Crouching, Kneeling. Work Environment: Domestic/foreign travel, in a very hot environment > 100 F, in a cold environment, work in a noisy environment, at heights, fumes, sprays, mists, or vapors, safety shoes or protective footgear, safety glasses or eye protection, face shield or facial protection, mask or respirator, safety shoes or protective footgear. Work Location: The work location for this position is remote. All work locations are at the discretion of management and can change at any time with appropriate notice. Position Commitment: The position commitment for this position is 1 year. Notes to Applicants: Work will be an onsite LANL representative at a vessel construction subcontractor’s facility in either the Midwest or Northeast Domestic travel is required.
