What You Will Do

Plutonium Facilities Engineering (PFE) Division is a relatively new Division at Los Alamos National Laboratory (LANL) that develops, maintains, and applies a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable the Laboratory's scientific and national security mission.

We are seeking a Nuclear Facilities Engineering Manager 4 to lead our Design Engineering Group (PFE-DE). This group directly supports the Laboratory mission, and assists the PFE division leader, in delivering milestones related to the enduring mission at TA-55. Roles and responsibilities are:

• Ensure technical deliverables comply with applicable federal, state and local laws, regulations, codes and standards.Ensure nuclear facility engineers are assigned to provide technical support and oversight to all vital safety systems and facility support systems within the PFE HC-2 & 3 nuclear facilities.

• Assign qualified engineering resources as required to support projects being designed and implemented within the facility.

• Ensure all technical deliverables are developed in accordance with the LANL Conduct of Engineering (COE) policies and procedures.

• Provide Leadership in ensuring that system health reporting, vital safety system assessments, engineer qualifications, and resolution of engineering assigned issues are completed on time and maintained current.

• Participate in forecasting staffing requirements, developing and managing budgets, monitoring performance, and initiating personnel actions when necessary.

• Ensure safety processes, policies and practices are followed by assigned personnel to support worker and facility safety.

• Provide nuclear design-engineering services to ensure facilities are designed, constructed, modified and maintained to satisfy customer needs and expectations in a cost effective, safe, and compliant manner.

• Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.

• Assist the division leader in developing specific short-term and long-range plans and monitor progress to assure long-term objectives are attained and customer requirements are met.

• Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.

As a Nuclear Facilities Engineering Manager 4, you will assist the division in operations and strategic direction by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, conduct of engineering (CoE,) and configuration management (CM) program requirements; ensuring that design, project and drafting engineering personnel comply with applicable federal, state and local laws, regulations, codes, and standards; and providing leadership in resolution of technical and personnel issues.

Central to this position, we are seeking a qualified and talented individual that has demonstrated leadership and innovation in managing an engineering organization.

Knowledge and Experience

This position will serve in a management role and provide expert knowledge and experience in engineering and administration for facility projects and on-going operations and maintenance within nuclear facilities is required. Specific knowledge and experience sought for includes:

• Record of leading a technical organization/work in support of nuclear facilities including operations, maintenance, systems engineering, safety basis, and projects to establish and continuously improve conduct of engineering implementation in support of reliable facility operations.

• Demonstrated success in effectively interfacing with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public.

• Demonstrated capability in successfully developing internal and external customer relationships achieving a high degree of customer satisfaction.

• Expertise in negotiation with customers and support organizations and resolving conflicts.

• Experience in developing and implementing design related processes, configuration management, engineering document control, schedules, and cost estimates.

• Working level experience and knowledge of DOE Orders and Standards related to engineering in support of nuclear facility engineering, maintenance, projects, and operations.

• Demonstrated experience related to the development and implementation of in-house engineering standards, master specifications, and Conduct of Engineering for facility operations and maintenance.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A professional license (PE) in an engineering discipline from a recognized licensing board preferred.

DOE Order 426.2 Requirements: Requires a bachelor of science degree in engineering or related science, and 4 years nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis.

Desired Qualifications:

• Extensive knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.

• Knowledge/experience of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
