Responsibilities
Noblis is seeking a Transnational Crime Subject Matter Expert to provide advisory and assistance services (A&AS) to the Cooperative Threat Reduction (CTR) program within the Defense Threat Reduction Agency (DTRA).The successful candidate will have demonstrable experience with the following:
Navigating U.S. Embassy dynamics, politics, and working groups especially as it relates to law enforcement efforts,
Interfacing and developing relationships with host country and regional partners,
Establishing and leading transnational criminal investigative units,
Collaborating with complimentary agencies and programs with international capacity building focus on combating transnational crime, specifically those related to strategic trade controls, dual use trafficking, and proliferation of WMD and related materials,
Influencing the ambassador’s integrated country strategy to achieve programmatic objectives.
The SME will advise DTRA CTR project officers on all the above and help them establish inroads with U.S. Embassy teams as well as host country partners to establish transnational criminal investigative units and advance the counter proliferation initiatives championed by DTRA CTR in accordance with OSD policy priorities.
Other duties include:
Becoming a trusted advisor to DTRA CTR leadership on strategy for implementing cohesive programs in accordance with policy priorities, primarily in, but not limited to the Europe AOR.
Contributing to the development of statements of work for CTR acquisitions
Contributing to the development of cost estimates and analyses for CTR acquisitions
Reviewing servicing agency and/or contractor proposals for accuracy, appropriateness, and relevancy for CTR acquisitions
Preparing CTR project officers and their leadership for international travel and for meetings with international/interagency partners
Drafting trip reports immediately following CONUS/OCONUS travel
Developing/maintaining connections with relevant international and interagency partners to enable/facilitate successful liaison with DTRA CTR project officers and leadership.
Keeping abreast of the latest tactics, techniques, procedures, and technologies needed to provide cutting-edge advisory and assistance services to DTRA CTR
As needed, advising DTRA OCONUS-based government liaisons on how to navigate US Embassy politics, how to advocate for CTR initiatives, and how to get the Ambassador’s buy-in to advance these initiatives via the integrated country strategy.
As needed, familiarizing fellow A&AS staff on transnational criminal investigative units and related concepts through ad hoc training.
Maintaining compliance with all Noblis and DTRA required training, rules and regulations.

Required Qualifications
Ability to support OCONUS Travel of up to 25%.
Current TS clearance
20+ years of law enforcement experience
US Embassy experience
Experience establishing Transnational Criminal Investigative Units
Strong interpersonal skills and the ability to work collaboratively as a team player.
Excellent communication skills, both written and verbal, to effectively convey complex information to diverse audiences.
Demonstrated ability to influence and advocate for initiatives at various organizational levels.
Demonstrated ability to be proactive and forward leaning in advancing mission objectives.
Desired Qualifications
Previous experience collaborating with the DTRA CTR Program highly preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range
USD $109,100.00 - USD $170,450.00 /Yr.
