City of Littleton Engineering Inspector I, II, or III in Littleton, Colorado

Position may be filled at the I, II, or III, depending on qualifications and department needs.

Engineering Inspectors provide work in the inspection of public and private infrastructure construction and maintenance, including streets, sidewalks, sanitary sewers, erosion and sediment control measures, public and private detention/water quality facilities, and storm sewers. Some positions may focus on capital improvement projects, assisting with the preparation of Capital Improvement Program plans, specifications, summary of quantities, and bid documents.

The City of Littleton plans to design and construct $50M in roadway, drainage, and utility projects in the next three years; the city also averages more than 700 right-of-way permits and 8,000 utility locates annually. This role will assist in completing the various inspections and locates, assuring construction of public infrastructure meets specifications, locates are performed to protect city utilities, and promoting safety in work zones.

The ideal candidate is self-motivated, detail-oriented, and has a background in materials testing or construction inspection. The ideal candidate enjoys working in the field and can clearly communicate and explain construction related terminology and issues in a way that helps people understand and move forward with their projects efficiently.

Hiring pay ranges:

Engineering Inspector I - $33-$36.47 per hour

Engineering Inspector II - $36.29-$40.11per hour

Engineering Inspector III - $40 -$44.17 per hour

This full-time position is non-exempt per FLSA and is eligible for overtime compensation.

Work Schedule : This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provides systematic on-site inspection of public and selected private infrastructure construction and maintenance.

  • Performs utility locates for all city infrastructure through the state one-call system.

  • May serve as the initial point of contact with the Public Works Department & Engineering Division for utility companies, contractors, property owners, developers, and others.

  • Attends pre-construction meetings and prepares construction progress reports and associated documentation.

  • Provides responses to citizen complaints and inquiries.

  • Checks line, grade, size, elevation, and location of structures for conformance with specifications and regulations.

  • Complies and formulates documentation including daily diaries, quantity calculations and backup documentation, letters, memos and spreadsheets.

  • Reviews and makes recommendations for payments to contactors, engineers, consultants, surveyors, and suppliers.

  • Reviews material submittals and test results for compliance with city criteria.

  • Conducts routine stormwater management inspections of construction sites and prepares reports for contractors to correct issues for compliance.

  • Knowledge of pavement management and preservation techniques.

  • Reviews completion of improvements performed by public and private developers and makes recommendations regarding retainage/surety reduction, corrective measures required, compliance with specifications and other observations in the interest of the city or the public.

  • Ensures that safe practices are followed by employees and contractors according to established procedures and takes necessary action.

  • Monitors and checks traffic control installations for compliance, and proper safety procedures.

  • Inspects adjacent properties for damage from construction activity.

  • Provides support in issuing right-of-way and sewer permits for the city’s Public Works Department.

  • Assists the Water Resources Manager with inspection of private and public storm water infrastructure and documenting condition, including detention ponds, water quality facilities and channels.

  • Monitors street cuts and repairs for conformance to city specifications and permit conditions.

  • Must maintain working knowledge and experience with ADA, PROWAG, CDOT standard plans and specifications, MGPEC standards, and other Denver Metro area construction practices.

  • Assists in the preparation of Capital Improvement Program plans, specifications, summary of quantities, and bid documents as needed.

  • Answers telephone calls and responds to customer needs in-person, written, and oral communications with customers.

  • May serve as an emergency worker.

  • Performs other similar duties or projects as assigned.

Additional Duties for Engineering Inspector II:

  • Takes on and/or leads more complex projects.

  • Demonstrates ability to lead others.

  • Demonstrated ability to complete assignments on time and with limited supervision.

Additional Duties for Engineering Inspector III:

  • Plans, schedules, coordinates, supervises and performs assigned work.

  • Trains, coaches and mentors other employees to operate equipment and provide quality inspection work.

  • Plans and arranges work schedule and establishes priorities to complete scheduled and assigned work within the parameters assigned by the supervisor.

  • Identifies opportunities and assists in the development and implementation of process improvements.

  • Performs labor tasks along with staff.

  • Collaboration with peers in other divisions and departments as needed to complete cross-disciplinary projects.

  • Demonstrates leadership through confidence, expertise, and taking appropriate control of situations. Shows consideration for the needs of others beyond self, team, or department.

  • Demonstrates expertise and customer service that minimizes complaints, represents the city appropriately, and displays professional maturity.

  • Actively seeks resolution of conflicts between city staff, residents, contractors, or other persons dealing with the City of Littleton. Coordinates resolution with appropriate managers.

MINIMUM QUALIFICATIONS:

Minimum Qualifications for Engineering Inspector I:

  • High school diploma or equivalent; and

  • One (1) years of experience in materials testing, construction inspection, or a closely related field; or

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Requires erosion and sediment control inspection certification or ability to obtain within six months of hire.

  • Must have a valid driver’s license.

  • Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical.

Minimum Qualifications for Engineering Inspector II:

  • High school diploma or equivalent; and

  • Two (2) years of experience in material testing, site/right-of-way construction inspection or a closely related field; or

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Requires certification in introductory level asphalt or concrete testing/inspection.

  • Must have a valid driver’s license.

  • Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical.

Minimum Qualifications for Engineering Inspector III:

  • High school diploma or equivalent; and

  • Four (4) years of experience in material testing, site/right-of-way construction inspection or a closely related field, including experience in developing, monitoring, and regulating project budgets; or

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Requires certification in intermediate or advanced level asphalt or concrete testing/inspection.

  • Requires certification as a traffic control supervisor.

  • Must have a valid driver’s license.

  • Must be able to pass a pre-employment criminal background check, motor vehicle records check, drug screen and physical.

Preferred Qualifications:

  • Experience with utility locates

  • Bilingual skills

KNOWLEDGE, SKILLS, ABILITIES:

  • Advanced knowledge of the principles, methods, materials, equipment, and safety hazards of construction inspection.

  • Knowledge of construction/traffic safety practices, construction materials, and standards and civil engineering standards.

  • Strong attention to detail and accuracy.

  • Commitment to providing internal and external customers with outstanding customer service.

  • Demonstrates patience, diplomacy and tact when interacting with others.

  • Skills in the manipulation of tools, instruments, surveying equipment, and other engineering devices, requiring coordination with eyes, hands, and/or feet.

  • Adaptability and ability to manage multiple priorities and deadlines. Ability to develop a plan for organizing multiple tasks, scheduling meetings, setting deadlines, and preparing for future events.

  • Skills and abilities that involve the operation of small to heavy equipment including hand, power, and motorized equipment.

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

  • Requires ability to sit, stand, operate a vehicle, walk, and tolerate adverse weather conditions and temperatures.

  • Essential duties include lifting, carrying, pushing, or pulling objects weighing up to 50 pounds, with or without assistance; ability to climb structures and navigate uneven ground, steep slopes, marshy, muddy or sandy soils. Standing in flowing waters or snow and ice; climbing of ladders and stairs; stooping, crouching, and kneeling to pick up and store objects; reaching and handling to place and retrieve objects; constant ordinary talking in-person and by telephone; sufficient hearing to conduct ordinary talking in person and by telephone and hear equipment operations sounds; seeing with sufficient near and far acuity, depth perception, color vision, and field of vision to operate assigned vehicles, enter computer data, and write reports.
