Under supervision of a senior appraiser researches, prepares and presents valuation explanations or appraisals for hearings which may include County Board of Equalization (CBOE), Board of Assessment Appeals (BAA), and Arbitration, as assigned by Supervisor, Deputy of Assessor or Assessor.

Appraiser III: Performs a variety of complex technical duties associated with the collection and analysis of pertinent descriptive data relating to commercial, residential, multi-family, and vacant land appraisals; values assigned property classes for assessment purposes. Researches, prepares and presents valuation explanations or appraisals for hearings in accordance with office policy and accepted appraisal practices, for assigned property classes, to be presented under his or her appraisal license. Hearings include County Board of Equalization (CBOE), Board of Assessment Appeals (BAA), and Arbitration, as assigned by Supervisor, Deputy of Assessor or Assessor.

NOTE:

The salary range for the Appraiser II is $58,679.60 to $88,046.40 per year dependent on qualifications and experience. The salary range for the Appraiser III is $73,632.00 to $110,448.00 per year dependent on qualifications and experience.These positions are non-exempt and eligible for overtime.

Appraiser II: Completes field work, data collection and sketches for all commercial and industrial properties through blueprints and physical inspection. Monitor project progress through completion, from core and shell to tenant finish. Identify all building characteristics per Marshall & Swift; apply market and income models to determine property values. Reviews and completes all written, electronic and in person real property protests with minimal supervision. With the guidance from senior appraisers, participates in County Board of Equalization hearings; prepares summary appraisal reports (utilizing the three approaches to value) for the CBOE and abatement hearings. Prepare and present full appraisals at BAA as an expert witness on an as needed basis. Verifies and reviews all sales associated with assigned class of property. Verification tools include: CoStar/Comps, TD-1000's, phone interviews with buyers, sellers and brokers. Collect property specific data on rental rates, vacancy and expenses. Conduct market cap rate studies for individual property classes and with the assistance of a senior appraiser, apply income, expense and cap rate data to CAMA models. Stratify each property class and apply appropriate CAMA models based on qualified verified sales. Analyze property classes and building characteristics to determine property valuation using the three approaches to value. Under the supervision of a senior appraiser, generate and review quality assurance reports for accuracy. Utilize available tools: CoStar Comps, Excel, ArcMap, and Narrative 1, and Pictometry to perform quality control to ensure accurate and equalized values. Conducts property reviews for omitted and incorrect information, quality control reports and classification concerns. Performs revaluations of assigned commercial property classes to determine market value while complying with DPT guidelines to pass the state audit. Responds to inquiries from the public concerning valuation; explains and discusses applicable laws, codes and procedures with property owners and/or their representatives. Public responses are limited to less complex commercial properties.
