Overview

The Sr. Technical Analyst - Congestion Hedging position is responsible for the analysis of all Congestion Hedging related funding, its feedback mechanism in the Congestion Hedging Markets, and coordinating SPP’s Congestion Hedging mechanism for the Integrated Marketplace. Key responsibilities include development and implementation of Auction Revenue Rights (ARR), Transmission Congestion Rights (TCR) mechanisms, analytics, reports, presentations, and other tools for Congestion Hedging. As such, the Sr. Technical Analyst will also be engaged in understanding the financial aspect of the ARR/TCR process.

The incumbent will work very closely with SPP's Engineering, Operations, IT, Project Management, Settlement, Credit, Regulatory, General Counsel, Market Monitoring and Market Design organizations and departments to address ongoing Congestion Hedging operations and Market participant’s inquiries that encompass ARR allocation and TCR auction markets.

Additionally, the incumbent will be responsible for the development and maintenance of Desk Procedures, Control Objectives and Business Controls. The incumbent will also be responsible for working directly with the Market Participants through support of SPP’s Request Management System (RMS).

Essential Functions

  • Develop ARR/TCR software in coordination with vendor and stakeholders

  • Monitor, oversee and participate in the testing of business applications to verify that all requirements are incorporated according to the Integrated Marketplace design

  • Operate, monitor and provide technical oversight of the TCR markets to verify that all processes are completed

  • Make technical assessments in support of recommendations on issues associated with ARRs/TCRs

  • Support SPP Market Participants through the use of the RMS

  • Develop and Maintain control objectives for auditing purposes

  • Participate in regulatory audits

  • Prepare for and participate in financial audits, including the development and modification of desk procedures and financial controls

  • Review and signoff of market checklists for Congestion Hedging Market production processes for quality assurance, accuracy, and audit purposes.

  • Understanding of and compliance with SPP Tariff and Integrated Marketplace Protocols

  • Address stakeholder’s inquiries about TCR auction results and deliver training modules when necessary

  • Development, support and maintenance of SPP Business Processes

  • Development of Congestion Hedging reports, manuals and presentations as assigned

  • Support for SPP Working Group process, including the development and delivery of presentations

  • Conduct post analysis of the auction results and supply needed improvements in coordination with other departments

  • Conduct analysis on ARR and TCR funding and implement necessary feedback loops that will directly impact system forecasting and future funding

  • Understanding of and compliance with SPP Policies and Procedures

  • Assist in developing and develop language for the regulatory support structures for the TCR process

  • Recognize and address strategic issues important to Congestion Hedging

  • Other duties as assigned

Qualifications

Education Requirements:

  • Bachelor degree in economics, mathematics, engineering or other related field

Experience Requirements:

  • Technical Analyst I - no experience required

  • Technical Analyst II - Two (2) years of job-related experience

  • Sr Technical Analyst - 6+ years of job-related experience with at least three (3) years of industry experience

Required:

  • Proficient at organizing and conducting technical and analytical studies

  • Knowledge of electric market concepts and ability to apply understanding in unique analysis

  • Ability to support diverse team members, stakeholders and manage complex analysis projects

  • Strong facilitation skills

  • Strong organizational skills

  • Flexibility and ability to function with constantly changing and multiple priorities

  • Strong inter-personal and team work skills

  • Excellent written and verbal communication skills

  • Proficiency in business acumen and professional conduct

  • Competent working skills with communication and data handling software such as Microsoft Office© Word, Excel, Project and Access

Preferred :

  • Advanced degree in economics, math, engineering or other related field of study.

  • Knowledge of electricity market, hedging strategy and software programming (VB, C, C++, SQL)

  • Experience with data handling and analysis of large data sets

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of workweek are Monday through Friday; 8:00 a.m. to 5:00 p.m. Working extended hours may be required.

Travel Requirement:

This position requires minimal travel (less than 0-15%).
