Budget Mangerial Accounting

Position Summary

Th e Budget Analyst is responsible for providing assistance to assigned agencies in biennial budget pre p aration and fiscal management. This position is governed by state a n d federal laws and agency policy.

Education and Professional Work Experience

Minimum Qualifications

The formal education equivalent of a bachelor’s degree in accounting, economics, finance, financial management, general business, or a related field; plus, two years of experience in accounting, finance, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.

  • Knowledge of principles and practices of accounting.

  • Ability to prepare, present, and review oral and written information and reports.

  • Ability to research and analyze programs and fiscal records, determine needs, and make recommendations.

  • Ability to interpret and apply budgetary and fiscal policies and procedures.

    Job Responsibilities and Expected Results

  • Supervises a lower-level managerial , professional , and administrative support staff.

  • Interviews to make recommendation for hire, train employees and arrange training opportunities.

  • Researches, analyzes, and evaluates agency operations, funding sources, programs, and fiscal records to determine budgetary needs and effects of new programs.

  • Collaborates with Assistant Directors to develop program budgets that are complete, accurate and compliance with current regulations.

  • Meets with agency directors and/or fiscal personnel to obtain additional information, discuss budgetary needs, and to provide advice on budgetary procedural problems.

  • Evaluates agency requests and makes recommendations to executive and legislative officials and staff based on analysis, justification , and program knowledge.

  • Participates in drafting legislation and monitors and advises legislation during legislative sessions.

  • Provides technical assistance to agencies concerning a variety of fiscal-related activities.

  • Serves as back up to the budget manager.

  • Assists in training the budget specialist.

  • Assist with AASIS and GP and other DWS accounting systems set up and processing.

  • Take the lead on preparing financial documents (Resource Justification Model-RJM , Penalty and Interest , Bureau of Legislative)

  • Prepares original budget and modifications accurately according to federal and state specifications.

  • Prepares accounting entries.

  • Monitor, assesses, & communicate financial activity monthly and quarterly, with program and financial staff.

  • Respond to assistance request from program staff.

  • Perform other duties as assigned.

Functions

Researches, analyzes, and evaluates agency operations, funding sources, programs, and fiscal records to determine budgetary needs and effects of new programs. Reviews budget requests from agencies to determine completeness, accuracy, compliance with current regulations, and problem areas. Meets with agency directors and/or fiscal personnel to obtain additional information, discuss budgetary needs, and to provide advice on budgetary procedural problems. Evaluates agency requests and makes recommendations to executive and legislative officials and staff based on analysis, justification, and program knowledge. Attends various executive and legislative meetings to respond to technical questions and to clarify information. Participates in drafting legislation and monitors and revises legislation during legislative sessions. Provides technical assistance to agencies concerning a variety of fiscal-related activities. Performs other duties as assigned.

Dimensions

Occasional overtime required. Limited in-state and out-of-state travel is required.
