Defense Finance and Accounting Service SUPERVISORY FINANCIAL SPECIALIST in Limestone, Maine

Summary Who May Apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Please Note: This is NOT a remote position. Responsibilities Implement policies to ensure regulatory compliance with governing federal agencies. Oversee the preparation, analysis, reconciliation, consolidation and submission of financial reports to ensure regulatory compliance. Apply a wide range of budget and cost policies, concepts, practices, and principles in order to analyze and develop recommendations for improvement in operations and program objectives. Implement procedures and methods to resolve current problems and enhance the validity, accuracy, and integrity of financial management data. Propose procedures and methods to resolve current problems and enhance the validity, accuracy, and integrity of financial system data. Evaluate/analyze internal control systems' effectiveness, adequacy, and interrelationships within the automated financial system and corrects deficiencies. Identify weaknesses and problems and develops recommendations for revisions or modifications to existing systems to improve effectiveness, efficiency, and economy. Provide analytical support to senior management or executives by performing special audits, studies, or reviews to determine reliability and accuracy of business operations. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature. Requirements Conditions of Employment Qualifications GS-11 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11: Specialized Experience Is Defined As: Assisting leadership to a financial management organization that involves analysis and assessment of the organization's integrating financial management programs, processes and systems; participating in developing agency-level financial management standards, policies and procedures to ensure efficient delivery of services. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11 applicants must have served 52 weeks as a GS-9 or higher in the Federal service. GS-12 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-12: Specialized Experience Is Defined As: Providing leadership to a financial management organization that involves expert analysis and assessment of the organization's highest visibility initiatives or projects. Demonstrate using financial management programs, processes and systems; providing advice and recommendations to senior managers regarding issues impacting financial management processes and functions; and participating in developing agency-level financial management standards, policies and procedures to ensure efficient delivery of services. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12 applicants must have served 52 weeks as a GS-11 or higher in the Federal service. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at the GS-12 grade level. Additional Information Moving expenses WILL BE PAID.
