POSITION DESCRIPTION – ESSENTIAL JOB FUNCTIONS

This position serves as the PMA-201 Level II Standoff & Direct Attack Weapons (SDAW) Senior Program Analyst/Acquisition Specialist. The SDAW Senior Program Analyst is responsible and accountable to the Level I SDAW Program Manager (PM) for cost & financial management of the specific programs and weapons systems within the SDAW portfolio. The incumbent supports the Level II and Level I PMs in the execution of program planning, budgeting, and spend plan development associated with PMA-201 SDAW efforts. Responsibilities include all advanced planning efforts requiring a wide range of data gathering and analysis for the complete development, testing, production, acquisition, integration and sustainment of these programs. The analyst will assist the PMs to plan, manage, and execute DAW programs to achieve cost, schedule, and performance requirements and benchmarks in accordance with established program documentation and NAVAIR/DoD guidelines. Efforts include coordination with other field activities, and other services for planning and execution of multiple budget lines and management of a product portfolio that includes all smart weapons end items in multiple configurations, ensuring successful achievement of product development, procurement, and sustainment objectives.

Duties and responsibilities:

The Senior Program Analyst/Acquisition Specialist is responsible for performing program management and business analysis. Participate as a member of and/or support the specified weapons program; attending directed business meetings; collect, complete, organize and interpret financial information relating to aircraft weapon/acquisition and product programs; track program/project status and financial obligations and expenditures; apply policies and procedures for financial planning.

Must possess strong business acumen skills of team building, negotiation, decision-making, time management, and organization skills. Must also be able to effectively articulate ideas (both orally and in writing), apply strategic/critical thinking skills, and have the ability to meet and effectively converse with people at all levels. Must be a highly motivated self-starter capable of working in a very dynamic, fast-paced classified environment. The ability to prepare concise and targeted briefing content and deliver "to the point" presentations to decision makers is essential.

The Program Analyst is required to manage and support the team effectively to achieve program technical, cost, and schedule objectives; develop and coordinate all required program acquisition documentation and briefings; and ensure all program requirements and milestones are communicated and coordinated with program leadership. In addition, the Program Analyst will be responsible for, but not limited to, the following requirements:

  • Participate in Program Management Reviews

  • Assist functional leads and managers in identifying and quantifying risks and opportunities

  • Experience/familiarity with Acquisition Management System (AMS)

  • Procurement Management Tool (PMT)

  • Common Spend Plan Tool (CSPT)

  • CDRL Tool

  • Assists with Administrative Operations Tasks to include but not limited to developing briefs, presentations coordination, meeting minutes and action items

  • Experienced in NAVAIR Official Correspondence

  • Forward thinker/self-starter team player

  • MS Office 365 (Project, Excel, PowerPoint, SharePoint, Teams)

  • Adobe Professional

  • Develop government-integrated schedules and performance to plan measures

Experience Requirements:

  • Must have a minimum of ten (10) years of experience in program management, technical or business analysis discipline; and included in the four (4) years, there must be three (3) years professional experience in technical efforts supporting major weapon systems and components development

  • Demonstrated experience managing program/projects using web-based productivity tools

  • Demonstrated knowledge of basic acquisition terminology and the acquisition process to include SECNAV, OPNAV and NAVAIR policies for traditional and rapid acquisition methods

  • Demonstrated knowledge related to PPBS, financial planning cycles, and application of appropriations

  • Demonstrated experience in analyzing requirements and monitoring progress of tasks in a distributed workforce

  • Experience with Risk Management terminology and practices

  • Demonstrated experience in researching, compiling, tracking and analyzing program technical and/or financial data

Educational Requirements:

  • MA/MS Degree in a business, management or relevant technical discipline

  • Allowable Substitution: an BA/BS degree and an additional 4 years AA/AS degree and an additional 6 years’ experience or no degree and an additional 8 years’ experience

Security Requirements:

  • U.S. Citizenship required

  • Minimum Secret clearance required OR must be eligible to apply and be granted interim DoD interim clearance prior to employment
