Summary The purpose of this position is to provide support for the Veteran Transportation Program (VTS) and reports directly to the Mobility Manager. This position is a Lead Transportation Assistant for the Lexington VA Health Care System VTS and will be the general Lead of the Veterans Transportation Service (VTS)Transportation Assistant within the program. Responsibilities The Lead Transportation Assistant collaborates with the VTS Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modifications of processes, evaluation and ongoing operation flow of the Veteran Transportation Services and Beneficiary Travel office. The coordination of transportation function is multifaceted and diverse. Major Duties are as following: Distribute and balance workload among employees in accordance with established workflow and rotation schedule. Ensure timely accomplishment of the assigned workload and assure that each employee has enough work to keep busy. Keep in touch with the status and progress of work and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the VTS Mobility Manager on problems that may arise, such as backlogs, with cannot be disposed of promptly. Give on-the-job training to new employees in accordance with established procedures and practices. Instruct employees on changes in work procedures. Provide written instructions/documentation of changes. Maintain current informational knowledge base and answer questions of other employees on procedures, policies, directives, etc. and obtain needed information or decision from supervisor on problems that arise. Check on work in progress, review completed work of newly trained employees to ensure correct procedures have been accomplished. Refer to the VTS Mobility Manager questions or matters not covered by standards. Report to the VTS Mobility Manager problems that make it difficult for employees to meet performance standards and competencies. Resolves simple inform workload issues of employees and refers others to the VTS Mobility Manager. Provide suggestions/feedback to VTS Mobility Manager concerning reassignment, training needs, recognition of outstanding performance and other personnel needs. The incumbent assesses the strengths and weaknesses of every subordinate employee in order to provide an effective and patient-oriented working mechanism throughout the section. The incumbent is aware of possible safety issues that could contribute to injuries or impede the continuation of processes or procedures necessary to ensure the departments functions are not interrupted. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of VA laws, regulations, directives, policies, procedures, performance measures, and guidelines relating to VA Medical benefits administration, organizational structures, VA mission and goals, Privacy Act of 1974, Freedom of Information Act (FOIA) and working practical knowledge of applicable VHA regulation, station directives, Public Laws, State Laws, Central Office directives, and HIPAA regulations. Knowledge of extensive and diverse regulations governing a wide variety of passenger travel to decide, provide advice or performance other work, including knowledge of various travel policies, rules, and guidelines of national, state, and local origin governing the VTS program and passenger transport via, contracted vendors. Knowledge to deal effectively with problems, issues and situations which occur daily and maintain effective working relationships. Knowledge in consult management, scheduling, admissions, discharges, transfer, and administration with patient processing including diagnostic tests and studies, availability of these within the medical center, and procurement outside this medical center when not available at this facility or other VA facilities. Knowledge of the overall structure of electronic medical records. Knowledge of the Scheduling Package, Patient Care Encounters (PCE) Package, Consult Management processes, Advanced Clinic Access principles, in additions to the Veterans Transportation Service (VTS) program Package and its use in VISTA applications. Knowledge of the requirements of various transportation regulations or operations to monitor and report on carrier compliance with contract terms, safety provisions, or other transportation programs. Developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services. Skilled in Microsoft software and other software programs. Skilled in strong leadership and interpersonal skills. Physical Requirements: Will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome.
