Positions established at the Analyst 3 level may be underfilled at the Analyst 1 or 2 level. After successfully completing a training plan, meeting the minimum qualifications for the Analyst 3 level, the employee will progress to the Analyst 3 level.

Position:

The Idaho Department of Environmental Quality (DEQ) is hiring an Analyst 3 for the Lewiston Regional Office.

Salary Range: $22.75 - $33.71

Responsibilities: Collect and analyze water quality and environmental data to develop, implement, and evaluate projects that protect water quality resources. Projects include water quality monitoring, regional assessment database support, total maximum daily load management plans, and water quality investigation and mitigation.

· Implement water quality programs and facilitate participation by local governments, public interest groups, and other agency staff with similar responsibilities in water quality protection.

· Develop and implement project plans with review and approval by the regional program manager.

· Authorize complex environmental permits and review activities for compliance with state environmental rules.

· Respond to complaints and provide technical assistance and public outreach.

Minimum Qualifications:

Analyst 1

Possession of a Bachelor's degree in a physical or biological science, political science, business, public administration, a related natural resource management field, engineering,OR,any combination of education and/or experience equivalent to a Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or experience performing routine activities in monitoring, surveillance, field inspection, compliance and enforcement activities for at least two (2) years can substitute for one (1) year of college.

Analyst 2

Possession of a Bachelor's degree in a physical or biological science, political science, business or public administration, a related natural resource management field, engineering,OR, any combination of education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or work experience performing routine activities in sampling, monitoring, surveillance, field inspection, compliance and enforcement activities for at least two (2) years can substitute for one (1) year of college.

AND , a minimum of two (2) years experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents. OR Possession of a Master's degree in any of the above fields .

Analyst 3

Possession of a Bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management fieldORany combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND ;

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fieldsAND   at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Required/Desired Specialty Minimum Qualification

Knowledge of Water Quality gained through successful completion of college level coursework in Hydrology, Geology, Soil Science, Hydrogeology, Environmental Health or a closely related field covering the principles of water quality protection and pollution control, including at least one (1) college-level course covering topics related to federal and state environmental rules OR I have at least one (1) year water pollution control work experience performing activities such as: remediation of surface and/or ground water, implementing surface and/or ground water quality monitoring projects, drinking water or wastewater management treatment and conveyance systems, watershed, Total Maximum Daily Load (TMDL) evaluation, wetland evaluation, riparian area, aquatic habitat, water quality or environmental assessments, and/or pollutant source assessments, including municipal, industrial and storm water point source and non-point source activities, such as forestry, mining, agriculture, and grazing.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.

• Ability to bend and reach for filing purposes.

• Some periods of heavy reading and typing are required.

• Ability to lift 30 pounds when working with file boxes.

• Ability to climb ladders, staircases, work on uneven terrain.

• Ability to lift and carry up to 50 pounds over rough terrain.

• Ability to work in adverse or inclement weather.

• Ability to work in extreme hot or cold temperatures both outside and inside.

• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.

• Must be able to swim and perform field monitoring work without on-site assistance or supervision

• May work in the vicinity of loud noise.

• May come into contact with hazardous waste/materials.

• Eyesight needs to be 20/20 (as corrected) to observe field compliance.

Other Requirements:

· Valid driver’s license

· May be required to travel and stay overnight in remote areas/field/assigned facility
