    This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  • three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;

  • any 2 convictions of reckless driving in the past 3 years;

  • a suspension or revocation of the driver license for moving violations in the past 3 years; and

  • a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

    Your driving record will be reviewed and the status of your driver license confirmed.

    POSITION DESCRIPTION: Acts as Utility Coordinator for all projects being supervised by the Leesburg Operations Center. Tracks and enforces the utility work schedule, ensures that the requirements of the utility work schedule are followed and completed as stated. Prior to construction, coordinates with cities, utility companies, (location) County, businesses, and other agencies to minimize contractor delays due to utility conflicts during construction. Tracks reimbursable utility relocation. Provides Project Engineer with status reports with any pending issues when contract is executed. Conducts Quality Assurance checks at the residency level on construction projects.

    Monitors, participates, and coordinates the utility phase of pre-construction and construction activities. Reviews plans focusing on potential utility conflicts. Process field inspections to review utility permits to identify technical issues and provide resolution of construction problems on behalf of the Department. Assists in the preparation of and attends utility pre-construction meetings and utility handoff meetings. Expedites resolution of construction utility conflicts issues.

    Coordinate the Utility Permits ensuring compliance with Department procedures, Florida Administrative Code Rules, and the Department's Utility Accommodation Manual. This includes, but is not limited to, field related engineering skills, planning, coordinating between customers and other involved parties, processing and administering proper documentation, resolving conflicts and deficiencies, and ensuring all inspections and safety standards are maintained.

    Coordinates with the Construction PM for inspection of utility relocations before construction project begins and verifies that Daily Work Reports (DWR) are being written in Site Manager format for reimbursable work as required by CPAM. Files the DWR’s for use in invoice payment verification. Receives, date stamps, and tracks utility reimbursable utility invoices for each construction project for timely response.

    Coordinates pre-work meeting with utility company and Construction PM before relocation work begins, to discuss “As Built” requirements, density requirements, and bore log submittal requirements. Also coordinates between General Assigned Contract Manager, Construction Project Manager and Construction Engineering and Inspection (CEI) team to verify an Inspector is available to oversee reimbursable relocation efforts.

    Monitors and inspects completed construction and maintenance projects during the warranty period. Documents and enters the results into the Contract Information and Monitoring System (CIMS) on all completed projects as per specifications. Communicates regularly with District Warranty Engineer to ensure the inspections are being performed and deficiencies are being corrected to the end of the warranty period.

    Acts as Safety Coordinator for Leesburg Operations unit. Disburses new safety procedures and rules incompliance with the requirements from Florida Department of Transportation (FDOT) and the District Safety Office. Organizes and conducts monthly safety meetings. Monitors safety standards of personnel and equipment at Leesburg Operations. Reviews vehicle and personal injury reports for the unit.

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of concepts, terminology, principles of road and bridge construction; construction material testing requirements; proper construction techniques, methods and materials. Skill in the interpretation of Florida Department of Transportation (FDOT) standard specifications, roadway, traffic design standards and the Florida Sample Testing Manual; dealing effectively with a variety of people; the use of personal computers, windows, word processing and spreadsheets; using engineering tools, equipment and/or instruments. Ability to analyze and interpret engineering data; solve problems relating to engineering; effectively communicate (orally and in writing) with contractors, consulting engineers, FDOT staff, local agencies and the public; work independently and effectively with little supervision; review field decisions involving contract specifications, interpretation, scope and intent of contracts and changed conditions; make decisions and engineering judgments regarding plans and specifications; organize documentation for on-going construction projects, prepare reports and maintain records.

    OTHER JOB RELATED REQUIREMENTS: Class E Driver's License required.

    MINIMUM QUALIFICATIONS: High School Diploma or Certificate of High School Equivalency and Class E Drivers License.
