Lilly Fire Marshal HSE - Fire and Rescue in Lebanon, Indiana

Lilly is currently constructing an advanced manufacturing facility for production of API molecules located in Lebanon, IN (Lilly Lebanon API) . This facility is Lilly’s largest investment in manufacturing capacity and is intended to provide APIs for current and future products, including new modalities . This is a unique opportunity to be a part of the startup team for the greenfield manufacturing site, and the successful candidate will help to build the programs and business processes to enable a successful startup into GMP manufacturing operations.

Main Purpose and Objectives of Position :

The Fire Marshal – HSE Lilly Lebanon Fire Department will serve as a fire code subject matter expert (Fire Marshal) at the Eli Lilly and Company’s Lebanon campus, which consists of the Lilly Lebanon API and Lilly Cell/Gene Therapy manufacturing sites. The Fire Marshal ensures the inclusion and maintenance of quality loss prevention systems (with required documentation) to meet the needs of customers, regulatory authorities, and system requirements pertaining to National Fire Protection Association (NFPA) standards, FM Global requirements, and International Building and Fire Codes adopted by Indiana. This role also serves as the Lebanon Campus liaison with Lilly Risk Management/Loss Prevention and FM Global engineering and account representatives. The Fire Marshal oversees and implements Lebanon Campus level fire safety audit protocols to ensure fire safety and loss prevention systems are properly maintained. This role is also responsible for responding to site emergencies and special events as a command officer.

In the project delivery and startup phases (startup expected 2025 to 2027), this role will be fluid and dynamic as we endeavor to support the project delivery, build a new organization, develop and implement the necessary systems and business processes required to support GMP operations, and build the site culture. This will require significant collaboration, creativity and resilience as the site grows to full scale GMP manufacturing.

Key Responsibilities for this role include:

  • Attend meetings with plant management, engineering, and others to ensure proper loss prevention requirements are designed and provided during new construction, planned renovations, and demolition. Review the design of loss protection systems to ensure Lilly standards are met.

  • Meet regularly with site and building/plant engineers, project managers, special event planners and safety representatives to manage fire safety and loss prevention deliverables and ensure project drawings, requirement specifications, and detailed design are compliant with all fire/building codes and requirements.

  • Lead annual fire safety building inspections and necessary follow-up(s) for the Lilly Lebanon campus. Maintain a current list of buildings with the associated building manager, safety representative, building engineer, and site head. Monitor follow-up action plan(s)submitted by the building for closing out observations on time.

  • Lead insurer loss prevention visits and coordinatespecial visits with building management. Lead efforts to resolve issues by acting as the contact person for follow-up on visit recommendations.

  • Recommend, evaluate, and monitor special hazard requirements, e.g., foam testing, gaseous systems, installation, fire protection impairments, etc.

  • Provide technical support and review for Building Code studies and their remediation efforts.

  • Participate in pre-emergency planning and assist in the implementation of the emergency plans with both on-siteand local emergency organizations.

  • Respond to site emergencies as a technical resource to the incident command system and to the site emergency management team.

  • Act as the site subject matter expert for employee emergency egress signage, as requested.

  • Participate in Process Hazard Reviews, as requested.

  • Interface with Maintenance, Security, HSE, Procurement, contractors, and third parties relating to fire/life safety systems.

  • Attend required or mandatory seminars/conferences to obtain new and/or maintainappropriate fire safety/code requirements.

  • Be a collaborative, inclusive, energetic leader and support the broader HSE team across all aspects of operational readiness and startup.

  • Support the project team to deliver the facility as a key stakeholder providing feedback and support on campus fire department / emergency response / securitydesign decisions and startup plan. Collaborate to ensure the right decisions are made to meet project deliverables and compliance requirements.

Minimum Requirements:

  • Minimum of five (5) yearsIncident Command leadershipexperiencein fire and rescue / emergency response in a manufacturing setting.

  • Bachelor’s degree in emergency management, fire science, or related field.

  • Experience interfacing with regulatory agenciesregardingfire marshal functionsandemergency response.

  • Experience developing and managing engaged and high performing teams with a focus on building strong team cultures to ensure a safe and successful work environment.

  • Experience implementing and managing emergency response andcompliance programs.

  • Experience in troubleshooting and maintaining complex fire protection and alarm systems.

  • Experience in all roles within the Incident Command system.

  • Training/certifications: Indiana Firefighter I/II, Emergency Medical Technician (EMT-B or higher), Hazardous Materials Technician, Fire Inspector I/II, Fire Investigator I, Instructor I.

  • Must hold and maintain a clean driving record.

  • Must possess strong computer and administrative skills.

Conditional:

  • This position will be contingent upon successful completion of:

  • Physical Exam administered by Lilly Employee Health Services (based on NFPA 1582).

  • Stress Test.

  • Provide valid CPAT from a licensed CPAT testing facility that has been completed prior to and dated within 6 months of the start date.

Additional Preferences:

  • Incident Command training (NIMS 100, 200, 300, 400, 700, 800), Emergency Vehicle Operator Certification, Driver Operator / Pumper Certification, Instructor II/III, Fire Officer I/II.

  • Strong interpersonal skills, the ability to instill teamwork within the department, and promote a cross-functional, collaborative work environment.

Additional Information

  • This position supports a 24/7/365 operation and will be Monday through Friday.

  • Persons in this position will respond to incidents whose hazards are not yet known.

  • Persons may be exposed to biological hazards as a result of EMS and hazardous materials response.

  • Fire/Chemical response is immediately dangerous to life/health (IDLH) atmospheres is a possibility.

  • Will require successful completion of annual Work Performance Evaluation.
