Role Summary: The Program Manager of Application Development Solutions (ADS) is responsible for managing the design, development, and implementation of software solutions and the platform upon which those solutions are developed and deployed. The individual in this role will manage a team of system engineers and software developers in the design, maintenance, updating, and management of software solutions. This includes managing all aspects of the application development process, i.e., development of strategy for n-tier and Service Oriented Architecture (SOA) eCommerce and mobile opportunities, and legacy migration; system requirements analysis; system design; programming; testing; implementation; and system maintenance. The scope of responsibilities includes management of various in-house developed & commercial systems and Support operations as well as oversight of related implementation activities in all project phases beginning with requirements gathering through implementation with ongoing production and on-call support. Responsibilities: · Managing multiple contract operations, ensuring quality standards and work performance on all task orders and projects; planning, organizing, and overseeing work efforts; assigning resources; managing personnel; providing risk management; ensuring quality management; monitoring overall project and contract performance. · Ensuring senior level management within the client organization, is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision, this may include subject matter and unique technical knowledge. · Experience applying management techniques, methods, theories, principles and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment and space, and to accomplish program objectives through combined technical and administrative oversight. · Experience applying budget and fiscal methods used in establishing and maintaining contracts. · Experience working on major programs segments, organizational structures and/or functional responsibilities. Education, Degrees, and Certifications: · Bachelor’s degree in computer science, Business, or a related field. Master’s Degree preferred. · Certified Scrum Master Certification (CSM) Minimum Requirements: · 7 years of experience in providing oversight, leadership, and executive-level management to multiple programs/projects and managing relationships with senior-level staff within the client organization. Preferred: · Project Management Professional Certification (PMP) · ITIL Certifications · Experience managing BPA/contract management; IT Modernization & Transformation programs · Experience with Waterfall and Agile service delivery methodologies · Artificial Intelligence (AI) · Machine Learning (ML) · Robotic Process Automation (RPA) Location: · Hybrid, based in Laurel, MD, 20707. Three days of on-site work weekly is required.
