Nature of Work
Plan, coordinate, manage, and direct the administration, operations, services, and staff assigned to Treasury functions in the Department of Finance, which include debt, cash management, investment, banking activities and related functions and programs required to achieve established strategic goals and objectives.

Duties and Responsibilities
Establishes service and staffing levels to assure appropriate allocation of available resources; monitors and evaluates the efficiency and effectiveness of service delivery methods, procedures, administrative and support systems, and internal reporting relationships to identify opportunities for improvement, recommend, and implement applicable changes.
Manages investment of funds in compliance with applicable policies, procedures, and regulations; monitors, interprets, and analyzes financial markets, economic and political conditions, and shifts in revenue trends to develop and recommend investment strategies projected to maximize returns and effective financial performance; develops a multiyear financial model, which includes revenue and expenditure forecasts, to provide information required for decision-making; collects financial and administrative information to compile data for financial statements and reports which accurately reflect financial conditions and investment performance.
Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.
Manages banking, and other vendor, relationships to ensure appropriate segregation of bank processes and activities, compliance with policies, procedures, rules and regulations, service reliability, and to evaluate current, available, and needed services; oversees and manages staff access to online bank services to ma ntain appropriate and timely access.
Oversees, manages, and coordinates the issuance of debt as directed and authorized; consults and works cooperatively with outside agencies, consultants, advisors, and boards and monitors and manages debt levels and debt rating scores to meet established goals and compliance with related policies, procedures, regulations, and requirements.
Serves as advisor and liaison to explain and interpret programs, policies, procedures, financial issues, and activities to internal and external customers, including elected officials, various boards and agencies; provides accurate, consistent, and timely information; negotiates and resolves sensitive and significant issues; coordinates and assists in financial activities with ot
