Job Summary

AEP is seeking a motivated, high-energy, Regulatory Consultant interested in an exciting career supporting business strategy development and execution in a rapidly growing utility business. The role will be focused on providing regulatory support for development and approval of new generation resources and provides opportunities to interface regularly with senior leaders and external stakeholders. The Company is seeking candidates who possess electric utility experience, technical skills, and knowledge of industry activity, including outcomes regarding cost of service and rate design associated with new technologies and recovery strategies, as well as knowledge in the application of theory to perform job responsibilities with guidance from higher level personnel. The ability to communicate and coordinate work across multiple organizations to address problems or perform analysis outside the AEP footprint to accomplish goals established by operating companies and corporate business units for innovative solutions to meeting business needs. Provides high value input for corporate, operating company, and business unit regulatory strategy development and coordination, and support for recommended negotiation strategies.

Job Description

Note: You will be working remotely but must live within a 3-hour radius from Ft. Wayne, IN for traveling into the office for staff and commission meetings.

ESSENTIAL JOB FUNCTIONS:

  • Facilitates work activity of others to perform regulatory tasks, such as developing direct and rebuttal testimony, responding to discovery requests, responding to Commission audits, witness preparation, etc.

  • Promotes professionalism and standards, influences the direction of thinking through the organizational unit as a recognized authority; and operates independently, with team support, in a complex environment.

  • Developed knowledge of regulatory matters for the applicable regulatory function performed.

  • Regulatory matters include but are not limited to: economic and legal foundations of regulation; the state regulatory commission structures, processes, and roles; utility ratemaking and rate design; federal and state environmental compliance; and current legislative and regulatory policy issues impacting electric utilities.

  • Interprets regulatory needs and implements projects, analysis, and process work by establishing measurable goals, objectives and requirements relative to a specific area of responsibility; addresses company system-wide issues within specialized field of expertise; and reviews planned work of others.

  • Anticipates, identifies, clarifies, resolves and initiates solutions to internal and/or external unique and specialized problems that sometimes involve analysis of inadequate or conflicting data; and facilitates the development of opportunities, new ideas and approaches that have system-wide impact.

  • Comfortable working independently, with guidance only on more complex matters, to prepare and present regulatory subjects and strategies in a clear, concise and effective manner to team, management and/or regulatory bodies; demonstrates a developed knowledge of the network channels within the company, other companies, professional organizations, and regulatory agencies.

  • With the support of its team, makes decisions based on calculated risk and be held accountable for these decisions.

  • Have knowledge of the impact of the decisions made on other organizational units internal and external of the company; possesses knowledge to defend decisions that are made in the interest of the company; and demonstrates the ability to extrapolate beyond known facts to reach logical conclusions.

  • May be asked to testify on behalf of the company but is not a primary requirement of the role.

MINIMUM REQUIREMENTS:

  • Bachelor's degree from an accredited college or university AND 2 years relevant field, operations or analytical experience OR associate's degree from an accredited college or university AND 6 years relevant field, operations or analytical experience OR High School diploma or GED AND 8 years relevant field, operations or analytical experience.

OTHER REQUIREMENTS:

  • Master’s degree, in areas of study identified above, is beneficial.

  • Certified Public Accountant, Certified Internal Auditor, Professional Engineer, or similar certification/licensure is beneficial.

  • Proficiency with spreadsheets is required.

  • Proficient oral and written communication skills, including the ability to articulate strategy and provide guidance to management and witnesses on case, are required.

  • Must possess analytical problem-solving skills. Required to work mandatory” on-call” requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.

  • Occasional travel will be required, such as: to attend or testify at hearings, to support witnesses at hearings, to participate in Commission Staff and/or stakeholder meetings/events, to advocate the Company’s position in various federal, regional, or state venues, to attend training, etc.

  • Candidates will be required to travel to Ft. Wayne office once a month for an overnight to be with regulatory team.

Compensation Grade:

SP20-006

Compensation Range:

$70,961.00-88,700.50 USD

Candidates will be considered based on their qualifications and the candidate’s ability to work from an approved work location. Although the location is flexible, AEP does not have a presence in all states and localities. The following locations are NOT currently approved for this position: AK, CA, CO, CT, DE, HI, IA, ID, KS, MA, ME, MS, MT, ND, NH, NJ, NM, NV, NY, OR, RI, SD, UT, VT, WY, US Territories or international work locations. AEP will consider qualified candidates who are willing to relocate to an approved work location, at the candidate’s expense, provided the relocation can be completed within a timeframe that meets AEP’s staffing needs. NOTE: All remote work locations require vetting and final approval prior to offer and/or start date.
