What We Do
The Research and Legislative Services unit encompasses three strategic and operational work groups within the Taxation Business Group (TBG). The Office of Research and Analysis (ORA) exists to provide analytical expertise and information to department leadership, state and local policymakers and budget offices, and the public. The Legislative and Implementation Services Team provides support for coordinated projects and initiatives that have impact across all the TBG sections. The Governance, Risk, and Compliance team is a new/growing team that focuses on taxation's data usage, compliance, security, and management activities
The Governance, Risk, and Compliance (GRC) section of Taxation's Research and Legislative Services Division is responsible for ensuring the Tax Division complies with best practices for governance, risk management, and compliance with applicable laws and regulations. The team is responsible for Taxation's strategy and commitment to monitor information system data for quality, efficiency, effectiveness, and fraud using standards for evaluating risks, exploring opportunities for automation, and identifying opportunities for improvement or enhancement of business operations.
Typical Day as a Tax Data & Risk Analyst
As a Tax Data & Risk Analyst, you will:
Assist with the implementation of a continuous quality assurance and improvement programs which will include a program for insider threat and internal theft/fraud monitoring.
Regularly monitor and adapt the programs based on emerging or changing risks.
Propose, analyze, and assist with programming of data analysis for automation, efficiency, risk management, and compliance.
Assist the Taxation Data & Risk Manager to evaluate efficiency, effectiveness, and quality of Tax Division data using technology and tools to automate and/or streamline business processes.
Assist with the inventory, logging, testing, and reporting requirements for Federal and State Tax information file and data sharing
Assist with implementing and monitoring compliance with data security requirements, such as those contained in IRS Publication 1075, Tax Information Security Guideline for Federal, State, and Local Agencies
Analyze tax data and information systems for compliance, quality, efficiency, and fraud
Analyze, test, and monitor tax data exchange files

MINIMUM QUALIFICATIONS:
Experience Only:
Seven (7) years of relevant experience in taxation, business intelligence, data analytics business information system management, data security or an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education in Business Administration, Public Administration, Accounting, Finance, Information Systems, Computer Science, or Statistics and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
Preferred Qualifications:
Prior experience in tax administration
Experience using the GenTax application
Experience writing Structured Query Language (SQL) queries and reports
Data analytics experience
Experience with Colorado tax administration including knowledge of Colorado tax statutes, tax regulations, and Colorado Department of Revenue procedures
Python programming language experience
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
