The Solution Architect will provide technical expertise to modernize and streamline forestry inventory applications for the Bureau of Indian Affairs (BIA) Division of Forestry (DOF) in a part-time capacity. This role will support the design, development, maintenance, and automation of key systems, including the Continuous Forest Inventory (CFI) master database, Inventory Suite processing system, and Indian Forestry Database Application (INFODAT). The Solution Architect will leverage automation tools, coding, and scripting to improve data collection, processing efficiency, and reporting capabilities while ensuring compliance with national standards to develop standardized inventory procedures for sustainable forest management. This role is critical to advancing forestry data management and reporting capabilities, ensuring efficient, scalable, and user-friendly solutions for BIA and Tribal stakeholders.
Responsibilities
Continuous Forest Inventory (CFI) database design, development, and management shall include but may not be limited to the following tasks:
Evaluate, migrate, and update the CFI database to meet national database model standards.
Streamline the development process to include a translation to set up multiple behind-the-scenes tables, queries, and reports for prompt development of the CFI database.
Perform routine maintenance of the national CFI database to ensure program stability.
Responsible for the creation, update, modification, and or evaluation of data submitted for inclusion into the dataset, including scheduling of review activities, development and review of quality and substantive control standards, assessment procedures, and prioritization of projects.
Update report design for error check reports and tally sheets.
Incorporate a project management tool to track progress in the development and audit of the CFI database.
Application Development and Modernization:
Develop tools, applications, and automated processes, programs, and workflows to improve processing and data collection, ensure data standardization, and increase the efficiency of service.
Develop and enhance Inventory Suite applications, optimizing usability and data processing workflows.
Write programs and scripts to automate data standardization and integration across forestry systems.
Enhance field data collection tools with built-in error checks for streamlined data validation.
Standardize and optimize code for efficiency, reducing redundant processing loops.
Ensure seamless software deployment and maintain version control for all applications.
Provide professional expertise in writing programs that translate existing programs and scripts, which automate the management, maintenance, and standardization of large datasets into approved data models for internal use as well as publication-ready data designs.
Work with government staff to ensure the processing codes are accurate. Prepares documentation of applications and promotes established standards, processes, procedures, and tools.
Employs a disciplined approach to the design, development, maintenance, and documentation of applications. Promote established standards, processes, procedures, and tools throughout the systems development life cycle.
Deliver updated applications for storage on backup programs and ensure government staff's current processing is updated with the latest version.
Support the National Reporting Applications:
Maintain and enhance Info DAT and other national reporting applications to support policy changes.
Provide ongoing software development, maintenance, and troubleshooting.
Develop new reporting features to meet evolving business and compliance needs.
Document system architecture, development processes, and user guides responsible for managing the distribution of specific task assignments to contractor employees. The Solution Architects will also provide specific technical direction to contractor employees.
Technical Leadership & Project Management:
Use a project management tool to track progress on database development and ensure timely deliverables.
Provide guidance and support to contractor staff and promote best practices in development and documentation.
Other duties as assigned.
Qualifications
Bachelor’s degree in a STEM-related discipline and 8+ years of prior relevant experience OR
Master’s degree with 6+ years of prior relevant experience.
Must be able to pass Background Check
Knowledge, Skills, and Abilities:
Strong technical breadth in support of the government markets and enterprise system design, implementation, operations, and modernization.
Expertise in .NET (C#, Visual Basic), SQL, and database management.
Proficiency in database design, automation, and forestry data processing.
Strong problem-solving and communication skills, capable of explaining technical concepts to non-technical stakeholders.
Advanced customer service skills and ability to adapt to changing business needs.
Ability to develop technical documentation, system requirement specifications, and best practices for software lifecycle management.
