Description of Job

We're hiring an innovative person who is a self-starter for a Policy Advisor IV (Rules Manager). This position is within the Division of Gamingin our Lakewood Office.this position is to support objective and consistent implementation of the Division's administrative strategies by facilitating regulatory adherence in a professional, innovative, and collaborative manner. This position leads the Division's rule making and disciplinary processes in accordance with applicable laws, rules and regulations, manages CORA action status tracking and approves casino Chip and Token requests. This position is also responsible for Accounting and Procurement and Forms Development for the Division. The position supports all Division sections, with consultation on cases, assistance meeting statutory deadlines, and analysis of disciplinary actions.

Rules Management and AG Liaison

  • Position manages the Division's adherence with Executive Order D 2012-002 (E02) and Department of Revenue policy EDO-029, Statutory Requirements, Rules Management Policy and Procedures along with guidelines as posted with the Office of the Colorado Secretary of State.

  • Evaluates proposed rule changes to determine the most appropriate course of action, providing strategic guidance and insights to leadership on potential implications relating to policy.

  • Works with the Office of the Attorney General (AG's) to ensure full conformity with the Division's statutes, rules, regulations, ICMPs, and internal policies and procedures. Oversees and facilitates rule workshops, serving as a key point of contact to provide clarity and address stakeholder concerns. Reviews and synthesizes responses from the industry and general public, ensuring all comments, recommendations, and suggested amendments are thoroughly analyzed and incorporated as necessary prior to rule filing.

  • Advises leadership on stakeholder feedback and its potential impact on rule implementation, ensuring informed decision-making.

  • Responsible for the management of the Division's annual rule review to ensure each rule is reviewed on a five-year cycle. Complete all division and department reports related to new and existing rules, including reports regarding legislative impacts.

Administrative Action Case Management/Records Management & Reporting

  • Responsible for reviewing and analyzing assigned Disciplinary cases to determine their legal sufficiency, providing well-founded recommendations for appropriate action as it deals with issues related to policy. This process involves ensuring that all case assessments are in adherence with applicable laws, regulations, and organizational standards. Coordinate with the Director of Administration on scheduling matters going before the Colorado Limited Gaming Control Commission.

  • Advise and provide appropriate notice to interested parties throughout the process. Upon receiving approval from the Commission (CLGCC), oversee the preparation and issuance of all required documents for each case, including Notices of Denial, Orders to Show Cause, Summary Suspensions, Stipulations, and other legal documents. Coordinate case resolution and hearing preparations in collaboration with relevant staff and the AG's Office. This includes preparing disciplinary documents, organizing required case materials, and maintaining open communication ensuring leadership is regularly informed of case developments, potential risks, and any challenges that may arise, providing transparent updates to support effective decision-making.

  • Develop and implement a tracking system for all Division disciplinary actions and update the database from the point of initiation to disposition.

  • File and maintain records consistent with Division procedures, record retention requirements, and in a manner that other team members can easily identify and access. Works closely with Director of Administration with Colorado Open Records Requests (CORA) by developing a process for status tracking to ensure that all deadlines are met, and necessary actions are taken promptly. Attend meetings and engage with relevant stakeholders to ensure that all parties are aware of the current status of requests and upcoming deadlines. Coordinate with the Director of Administration to ensure responses align with organizational policies and comply with legal requirements. Process summonses and subpoenas by conducting thorough research and analysis required to ensure compliance with statutory disclosure and confidentiality requirements. Evaluate and provide recommendations to the Director of Administration.

Chip and Token Review Approval

  • Approve new chip designs according to Rule 12 specifications, write approval letters for chip artwork and for samples (2 different approvals/letters), approve chip samples, create Public Safety Records (PSR) cases for chip approvals, maintain chip approval spreadsheets, return sample chips to the casinos, request manufacturer specifications whenever a new manufacturer wants to do business in Colorado, and maintain chip approval records.

  • Review chip destruction plans and approve or deny them, obtain destruction paperwork from casinos and destruction company, verify that what was actually destroyed matches what was planned, or obtain paperwork explaining any variances, create PSR cases for chip destruction.

Procurement & Administrative Duties

  • Division's point of contact for the development of forms via Department of Revenue Forms and Graphics.

  • Order software from Insight for the Division, enter RQSs in CORE as needed. For software orders, the accounting service, and Teammate software each year, in addition to other miscellaneous items. Point of contact between Division of Gaming (DOG) and Office of Information Technology (OIT) for phone-related concerns.

MINIMUM QUALIFICATIONS:

Experience Only: 7 years of professional experience in a legal, regulatory, or public policy/administration field or a closely related field as determined by the Department.

OR

Education and Experience:

A combination of related education and/or relevant experience of 3 years in an occupation related to legal, regulatory, or public policy/administration field.

AND

A closely related field as determined by the Department, with a Bachelors degree in Liberal Arts such as Accounting, English, Economics, History, Philosophy, Public Policy, Policy Analysis, Political Science, Legal Studies, or Law.

    Preferred Qualifications:
