    POSITION DESCRIPTION:

    Performs engineering support work. Duties include performing technical assignments related to specifications within the District and assisting the District Specifications Engineer and the Specifications Coordinator with specifications package preparation activities.

    Assist with providing computer aided technical support and oral/written guidance to other units including, but not limited to, the District Design, District Maintenance, District Construction, District Environmental, and Legal Office representatives in the delivery of specifications and plans packages which meet the requirements of the Specifications Handbook and other established Department procedures. Assist others to ensure that all items required to develop the Contract Plans Packages are complete and accurate.

    Assist with the initial and final reviews of consultant prepared specifications packages and ensure they are completed in accordance with Department procedures. Assist in ensuring all discrepancies found in the final review are compiled, forwarded to the consultant, and addressed by the consultant. Assist with identifying plan notes that are redundant or conflict with the Standard Specifications.

    Assist to ensure Contract Plans packages are correct and submitted in a timely manner to the appropriate contracting office. Ensure information is processed and forwarded to meet established deadlines for all specifications packages and contract plans packages. Assist in maintaining an accurate logging system through data entry of critical project delivery completion and milestone dates. Adheres to established tracking and schedule deadlines for specifications packages and contract plans packages.

    Assist in the development and preparation of initial and supplemental specification packages for in-house projects. Determine the appropriate standard specifications, special provisions, supplemental specifications, developmental specifications, and technical special provisions (TSP) that are needed in conjunction with the plans to properly describe the work to be done for all state, federal and district contracts.

    Provide assistance, as necessary, with processing of alternative contracting method and modified special provisions approvals and implementing general process improvement suggestions.

    Assist with ensuring that Quality Assurance of in-house and consultant prepared specifications packages is in accordance with standards, procedures, policies, formats, and guidelines as set by the Florida Department of Transportation (FDOT) and Federal Highway Administration (FHWA). Assist with ensuring that consultants comply with their own Project Quality Control Plan (PQCP) as applicable to specifications package preparation.

    Stay informed of changes to the FDOT design criteria, procedures, policies and guidelines as set forth by the FDOT and FHWA with special emphasis on specifications as it relates to transportation projects. Actively participate in the Standard Specifications development process by reviewing specifications posted on 'Industry Review' and coordinating comments with the District Specifications Engineer.

    Actively participate in Specifications workshops, Specifications update webinars, and other meetings as required.

    Assist with the processing of Mandatory Specifications Revisions as needed.

    KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the Standard Specifications, Technical Special Provisions, Supplemental and Developmental Specifications standards and practices used by FDOT for construction contracts.

  • Knowledge of the concepts, terminology, principles and analytical techniques of highway design.

  • Strong communication skills in both plain language and engineering.

  • Skill in Microsoft products such as Word, Excel and PowerPoint.

  • Skill in communication including verbal, written and active listening.

  • Skill and understanding of writing in the imperative mood, active voice.

  • Ability to read and interpret engineering design plans and specification packages for accuracy and quality while simultaneously identifying conflicts between plans and specifications.

  • Ability to establish and maintain effective internal and external working relationships.

  • Ability to plan, organize, coordinate and perform multiple work assignments based on established priorities.

  • Ability to read, interpret, understand and apply applicable rules, regulations, policies, and procedures.

  • Ability to understand, interpret and prepare construction contract documents, particularly specifications.

  • Ability to make decisions.

    This position will be required to respond before, during and following emergency situations.

    MINIMUM QUALIFICATIONS

    A high school diploma or its equivalent and two years of relevant experience or; an Associate’s Degree from an accredited college or university or; two years of higher education with a cumulative of 48 semester hours or 72 quarter hours.
