The primary purpose of this position is To serve as the Cryptologic Cyber Systems Division, Space Communications Security Manager/Key Operating Account Manager (KOAM). Manages the COMSEC program by protecting, maintaining availability, integrity, confidentiality and accountability of all locally produced and NSA produced COMSEC Key material, publications, and equipment. Responsibilities 1.Serves as the Space Communications Security (COMSEC) Manager. 2. Serves as Key Management Infrastructure (KMI) Operating Account Manager (KOAM) 3. Servers as Client Platform Administrator (CPA). 4. Performs inventory control, equipment accountability and management 5. Determines distribution and positioning of equipment and/or key material among major supply stations, stock points, or COMSEC accounts. Requirements Conditions of Employment Qualifications conditions of employment continued: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 4. Information Assurance certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. Examples of creditable experience include: Experience in specialized inventory management methods and techniques to resolve difficult inventory management issues and problems; Experience in a broad range of supply program relationships and interrelated processes; comprehensive knowledge of budgeting, procurement, and funding processes related to inventory management functions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of inventory management policy, guidelines and procedures as it pertains to classified COMSEC material to include storage, transportation, receiving and inventory of key, equipment and aids. 2. Knowledge of Key Management Infrastructure (KMI) programs on Tier 2 and Tier 3. Ability to operate all software and hardware in Tier 2 and Tier 3 of the KMI architecture. Ability to analyze and resolve Tier 2 and Tier 3 hardware and software operational/configuration problems. 3. Knowledge of DoD COMSEC policy and procedures and knowledge of security practices for ensuring the safeguarding of classified information for the DoD. 4. Knowledge of computer operating systems such as Windows. Knowledge of structure, contents, codes, internal and external interfaces, update procedures and uses of communications networks, automated systems, and databases. 5. Ability to maintain a computer system, equipment, and software. Ability to analyze basic computer network, software, and hardware problems, and to refer/develop effective and economical solutions. 6. Ability to apply inventory management laws, regulations, policies, procedures, techniques, principles, and methods to plan for inventory requirements and accountability of classified COMSEC material. 7. Ability to work with customers to include tact, patience, and oral communications. Must be able to conduct briefings for customers, peers, and high level officials. Ability to troubleshoot hardware and software operational problems telephonically. Ability to maintain good working relationships. 8. Ability to independently analyze and resolve difficult inventory management issues and problems, and to consider and apply several alternatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
