BASIC PURPOSE

Reporting to the Water Maintenance Supervisor, under general supervision, the Senior Water Treatment Technician is the DOH certified treatment operator responsible for the field activities associated with operation, maintenance and repair of water treatment facilities, chlorine production facilities and required water distribution system sampling. This position is responsible for duties which include, but are not limited to, ensuring that all potable water meets State and Federal regulatory standards and City of Lacey treatment facility water quality goals; inspecting, testing, calibrating and servicing of all water treatment systems and related equipment: and assigning and directing the work of individuals and crews performing maintenance and repair work, facilities maintenance work, and special projects. Frequently works in the field alone or as a member of the crew and performs assigned administrative duties in the office.

A first round of interviews is tentatively scheduled for the first week of August.

ESSENTIAL DUTIES AND RESPONSIBILITIES

These duties include but are not limited to the following:

Supervision & Leadership

  • Prioritizes and schedules daily work to be performed by section crew. Schedules equipment and personnel, assigns duties or project tasks, requisitions materials needed to complete projects, participates as a working member of the crew providing on-site direction and performing the more complex functions of the job.

  • Assists the section Maintenance Supervisor with employee training, conducting performance evaluation(s), and with recruitment and selection.

  • Plans and assigns other crews and employees to projects or maintenance work not requiring on-site supervision.

  • Maintains high standards of behavior and performance and promotes a strong cohesive and productive team. Provides leadership to other maintenance employees through demonstrated knowledge and adherence to safety and work rules.

  • Ensures crews and employees regularly perform at high levels that meet the City's standards for technical skills, interpersonal behaviors, and customer contacts. Trains employees and crews to be able to perform routine maintenance and repair work without direct on-site supervision.

  • Monitors day-to-day operations of assigned section. Anticipates and troubleshoots problems where needed, assures staff responds quickly and appropriately to citizen inquiries, requests for services, and/or complaints. Investigates and resolves complex or significant problems relating to trouble calls and complaints.

  • Assists Water Maintenance Supervisor with the development of goals, priorities, and the work program for the section. Develops, organizes and implements standard operating procedures and performance standards.

  • Schedules work, approves employee leave requests, reviews and signs timecards and leave slips.

  • Supervise, monitor and direct the water treatment apprentice program. Ensure proper training and skills are conveyed to create apprentice success and competency.

  • Ensures maintenance and repair work is performed to trade standards and in compliance with current construction, safety, and environmental regulations. Trains crew in the operation of the water treatment system.

  • Facilitates problem solving and encourages a high degree of communication and feedback.

  • Responds quickly and appropriately to citizen and customer inquiries, requests for services, and/or complaints. Investigates and resolves complex or significant problems relating to problematic calls and complaints. Communicates with supervisor on complex or significant issues.

  • Usually perceives when non-routine activities are required and offers to help without needing to be asked. Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible.

  • As needed for emergencies, absences, or operational needs, works in the field performing maintenance, repair and/or installations of related facilities or systems.

  • Responds to afterhours callouts as needed. May perform standby duties on rotational basis.

  • Assist project Inspectors when needed.

Water Treatment Management and Operation

  • Maintains the operation and maintenance program of water treatment facilities and is designated as the water treatment plant operator with the Washington State Department of Health (DOH). Complies with all state regulations set forward by DOH for continued operation of water treatment facilities.

  • Responsible for emergency and routine repairs to treatment equipment and facilities.

  • Ensures that regulatory water treatment goal parameters are met, and that adequate water is delivered to Lacey's water customers.

  • Ensures that all water treatment plants, and facility components are fully functional and operationally in compliance with all manufactures recommendations, industry standards, Department of Health standards and the City's operational policies and procedures.

  • Coordinates construction, installation, and repair projects; understands the relationship between water hydraulics, site & system logistics and system dynamics in order to minimize disruption of the water production and distribution system. Ensures projects are completed in a cost effective, efficient, safe and timely manner.

  • Performs repair and maintenance on complex components of treatment systems, actuated valve assemblies, pumps, air releases, Chlorine generation units, Chlorine and caustic delivery systems, metering pumps and related equipment.

  • Monitors day-to-day operations through the SCADA system; anticipates and troubleshoots problems where needed, assures staff responds quickly and appropriately to system or facilities problems.

  • Perform analysis and complete repairs to treatment equipment using hand tools, power tools, computer analytical equipment as required.

  • Define and implement preventive maintenance and diagnostic protocols using manufacturer's specifications, technical manuals and performance specifications.

  • Develops and documents scope of work and coordinates all phases of work through to completion for City capital projects.

  • Uses telemetry software system to view and modify parameters for operational settings and run reports.

  • Oversees and manages the Coliform monitoring program, chlorination monitoring program as required by DOH.

  • Provides water quality reports for Coliform monitoring program, chlorination monitoring program and all water treatment facilities, pH, temperature and other water quality parameters as assigned or requested.

  • Uses computer software programs to support system operations and perform administrative tasks such as purchasing, expense account management, asset management, performance reporting, timecard entry, meetings, Outlook e-mail, scheduling and time management.

  • Uses Operations Maintenance Management System to efficiently assign, track, and manage work of self and subordinates as defined by approved process.

  • Performs inspection of water treatment facilities 'and related equipment, identifying maintenance and repair requirements. Maintains appropriate records to support warranties and responds to inquiries as required.

Budget and Asset Inventory Management

  • Assists Operations Division Maintenance Supervisor in maintaining section budget. Monitors budget monthly to ensure expenditures and revenues are accounted for and corrects discrepancies immediately. Performs research for budget preparation and maintains records as assigned.

  • Performs administrative functions, which includes inventory, operational reports, record-keeping and statistics, policy research and development, and special projects as assigned.

Other Duties Assigned

  • Performs related work and or special projects as assigned.

  • Responds to afterhours callouts as needed. May perform standby duties on rotational basis.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

An Associate's Degree in Engineering Technology, Construction Management, or related subject AND three (3) years progressively responsible experience working with valves, pumps, pressure regulating devices, and collection and/or distribution lines associated with the distribution of water and/or wastewater. Must have at least one (1) year of work experience which demonstrates the ability to plan, lead, and assume responsibility in work situations.

OR

A High School Diploma or equivalent AND five (5) years progressively responsible experience working with Drinking water treatment systems valves, pumps, pressure regulating devices, collection and/or distribution lines associated with the distribution of water. Must have at least one (1) year of work experience which demonstrates the ability to plan, lead, and assume responsibility in work situations.

*May have a combination of experience, education, and training that would provide the level of knowledge and ability required.

SPECIAL REQUIREMENTS OR LICENSE(S)

  • Must pass a thorough background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.

  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

  • Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.

  • Must have a valid Washington state driver license OR must be obtained within 30 days of hire, and a driving record acceptable to the City and the City's insurance carrier.

  • Verification of identity and United States work authorization must be complete as required by the Immigration and Reform and Control Act.

  • Must have a Washington State Water Treatment Plant Operator level 2 (WTPO2) certification upon hire.

  • Must have a Commercial Driver's License endorsement class A, with air brake and tank endorsement upon hire.

  • Must have industrial first aid/CPR training and certification OR obtain within 12 months of hire.

  • Must have certification as a Washington State Water Distribution Manager II upon hire.

  • Must have or have the ability to obtain asbestos certifications as soon as experience and educational prerequisites can be met to qualify the individual (typically within 24 months of hire).

  • Must have certification as a Washington State Water Distribution Manager Level III or ability to be certified at this level on the earliest available test date (typically within 24 months of hire).

  • Must have or have the ability to obtain certification as a Washington State Cross Connection Control Specialist, within 12 months of hire.

Knowledge of:

WORKING CONDITIONS:

WORK ENVIRONMENT:

  • Working conditions will vary from day to day depending on assignment including indoor and outdoor environments.

  • This position will be required to work in hazardous work areas including confined spaces, in ditches, pits, and underground vaults; around heavy equipment and operating potentially dangerous tools.

  • Requires work in inclement weather at dirty, wet, noisy, or cramped work sites.

  • The work involves strenuous physical labor, physical dexterity and mechanical aptitude.

  • This position, when working in a confined space, may be exposed to toxic gases and chemicals.

PHYSICAL ABILITIES:

  • Hearing, speaking, or otherwise communicating to exchange information in person or on the phone.

  • Perform strenuous physical labor associated with the essential duties of the position.

  • Work in the field in all weather conditions and over rough terrain.
