Yulista Program Manager JR105018 in Kirtland Afb, New Mexico

The Department of Energy/National Nuclear Security Administration (DOE/NNSA) Office of Secure Transportation (OST), Aviation Operations Division (AOD) operates three Government owned aircraft; two Boeing 737-400 combi aircraft and a single Boeing 737-700 flex-combi aircraft. All aircraft are required to be maintained to FAA Part 145 maintenance requirements. The NNSA-OST Program Manager (PM) acts with full authority for the contractor on all contract matters relating to the daily operations of the NNSA-OST Aircraft Maintenance and Support Services contract. The NNSA-OST PM coordinates with Yulista leadership and team members, and Government Points of Contact in execution of program requirements. The NNSA-OST PM manages day-to-day operations of all program elements to include managing the financial status of the program; execution of tasks assigned, required, and implied; and personnel assigned. This position will be assigned on-site at the AOD Aviation Facility located on Kirtland Air Force Base, Hangar 481, in Albuquerque, New Mexico.

ESSENTIAL FUNCTIONS Review Statements of Work (SOWs) for accurate product requirements to ensure all contractual obligations are clearly defined. Manage contract cost, schedule, and performance while overseeing contract-specified task accomplishment. Liaison with the Prime contractor Program Manager and ensure all contractual requirements are being met. Supervises and manages personnel and subcontractor personnel assigned to the contract. Ensure all deliverables meet Yulista quality standards, contractual and customer requirements. Support other duties as assigned to support Business Development and Capture requirements.

SUPERVISORY RESPONSIBILITIES This position has direct reports and supervisory responsibilities. This position supervises employees daily. The candidate should be well experienced in supervising, hiring, firing, training, and managing personnel.

KNOWLEDGE, SKILLS, and ABILITIES: Must possess a high degree of self-motivation and the ability to work independently. Must identify and communicate issues to management including risks with regards to safety, technical, quality, cost, and schedule, and provide mitigation strategies to those identified risks. Must possess effective oral and technical written communication skills to clearly communicate information to others including routine reports and correspondence. Must possess strong analysis and problem-solving skills, and ability to draw conclusions and justify decisions. Must possess interpersonal skills needed to work effectively and cooperatively with all levels of management and staff. Must possess strong professional customer service skills, including active listening, prompt service and follow-up. Must possess intermediate to advanced computer skills specifically using Microsoft Office Suite.

QUALIFICATIONS: 10 years of experience managing organizations of 20 or more employees in a military or commercial aviation related field, preferably in fixed wing maintenance organizations with organizational or flight line maintenance experience. BS or BA degree or relevant DOE work experience; Masters Degree is a plus. Demonstrated experience managing DOD, DOE, or DHS fixed wing Maintenance, Repair, Overhaul and Upgrade (MROandU) organizations and relevant experience as a Project/Maintenance Manager at the CLIN level. Demonstrated experience communicating on a regular and routine basis with Government designated representatives as well as company employees to deliver effective required products on time and budget. Demonstrated knowledge of Federal Acquisition Regulations (FAR), cost and schedule estimating, systems disciplines, engineering specifications and commercial practices relating to procurement and production. Demonstrated knowledge of Federal Aviation Administration (FAA) regulations, requirements, policies, and procedures. Demonstrated history of success in cost control, budg t administration, acquisition and retention, key account development and customer service optimization. Demonstrated understanding of current and nascent aviation maintenance documentation technologies, technical directive/order accomplishment, and aviation supply chain management. Specific experience with Boeing 737 aircraft is a plus and should be highlighted in the resume. Previous or current AandP certification is a plus. Must be a US Citizen. DOD Secret or DOE Q or L security clearance preferred, but not required. Must fluently speak, read, understand, and write the English language. Ability to successfully pass a pre-employment physical and drug test.
