The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Data Science Manager located at Kirtland AFB, New Mexico.
The primary mission of the Defense Threat Reduction Information Analysis Center (DTRIAC) is to provide timely electronic access to all nuclear weapons test data, legacy and current, to U.S. government programs supporting U.S. nuclear deterrent missions. DTRIAC maintains a repository of over 20,000 films, two million photographs, and 60 million pages of documents dating back to The Manhattan Project. Kāpili Services is charged with making the above hardcopy materials easily accessible to DTRA deterrent mission researchers in a way that provides knowledge and meaning through the use of digitization, Machine Learning (ML), Artificial Intelligence (AI), and data science.
The Advanced Search & Discovery (ASD) Data Science Manager leads a team of software engineers, data scientists, and application architects to (1) apply Machine Learning (ML) and Artificial Intelligence (AI) approaches toward search, organization, and characterization of a digitally archived collection and (2) produce a full-stack software solution to facilitate a user’s point-and-click search of said collection. The successful candidate will be experienced with some depth in either computer vision or natural language processing, possess a breadth of experience applicable to general machine learning solutions, and have general knowledge about modern software development practices.
Lead a team to develop and implement methodologies and infrastructure for the extraction, cleaning, organization and discoverability of information through optical character recognition (OCR) and ML from all media types in the collection.
Transition ASD methodologies for routine execution and provide analysis leveraging ASD capabilities.
Apply ASD-developed tools and methodologies to process the digital collection in a production environment.
Develop and implement methods for, and configurations of, the Data Lake to support navigation, search, insertion, or extraction of information or files by the government or other performers without requiring proprietary software, tools, or data other than widely available commercial-off-the-shelf (COTS) tools (with a preference for open-source tools), and software that can be authorized for use on government IT systems.
Develop, maintain, and improve capabilities, such as scripting, to efficiently perform maintenance, synchronization, and production processing of data in the Data Lake on Windows- and Linux-based IT systems, including HPCMP clusters.
Develop a software tool for routinely exporting and continuously synchronizing newly digitized data into the Data Lake.
Implement, configure, perform functional testing, software security, and operate the data and applications of the ASD environment as a hosted capability on government IT systems.
Leverage the collection, capabilities, and team to perform targeted analyses and studies to provide dedicated support to missions and end users.
Create documentation and/or training materials for Project Products.
Support integration or hosting of capabilities or products on government IT systems.
Hold and participate in Gate Reviews (reviews by stakeholders to assess current progress or recommendations and change courses of action if necessary).

REQUIRED SKILLS AND EXPERIENCE:
8+ years relevant experience.
Management experience directing and leading software development projects.
Proficiency with the Python programming language.
Experience with general machine learning approaches and theory, software, and methodologies.
Experience working in the nuclear deterrence space
Experience and proficiency with OpenCV, Tesseract, and other OCR libraries
Experience and proficiency with implementing and using the ELK stack
Experience with RESTful microservices architecture
Experience with agile software development practices
Hands-on experience with any of the following:
Machine learning: Scikit-learn, pytorch, keras, tensorflow, CUDA.
Orchestration and Containerization: RabbitMQ, Docker, Podman, Kubernetes.
Databases and Search Engines: Elasticsearch, MongoDB, Postgres, SQL.
DevSecOps and CI/CD Pipelines: Git, Jenkins, any Unit Testing libraries, SAST/DAST tools.
Current CompTIA Security+ Certification or ability to obtain certification.
