Summary The primary purpose of this position is to perform journeyman level work involving the maintenance, troubleshooting, repair, inspection, adjustment, overhaul and/or modification, Time Compliance Technical Orders(TCTO) and testing of various type conventional aircraft turbo-shaft/turbo-prop engines and propellers for rotary wing and fixed wing aircraft engines both on and off the flightline, in test cells or while on the aircraft in support of Kirtland AFB and other units at worldwide locations. Responsibilities Troubleshoots and diagnoses one or more types or models of malfunctioning conventional and/or modified turbo-shaft/turbo-prop aircraft engines and propellers in the maintenance shop, flight line and on the test cell. Disassembles, inspects, repairs, adjusts and reassembles several types of complex conventional and/or modified turbo-shaft/turbo-prop aircraft engines, propellers, their assemblies and components. Repairs, modifies and makes final adjustments on all type aircraft turbo-shaft/turbo-prop engines, components and propellers to achieve correct operation. Performs functional engine tests prior to and after troubleshooting, modification and repair and makes any required adjustments to achieve correct engine operation. Utilizes safety practices and procedures, maintains a safe, clean work area and foreign object damage (FOD) free environment following established safety rules, regulations, applicable directives and local policies and procedures. Responsible for HAZMAT use and control. Requirements Conditions of Employment Qualifications QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8600, Engine Overhaul Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-8602 AIRCRAFT ENGINE MECHANIC more than normal without supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of aircraft engines, parts and components to include disassembly, installation, operation, repair and assembly of a variety of conventional and modified aircraft turbo-shaft/turbo-prop engines, propellers and accessory systems such as hydraulic, fuel, electrical and pneumatic. Ability to troubleshoot, maintain, repair and/or test different types of turbo engines; identify and correctly choose between alternative methods and trade techniques; adapt accepted repair procedures to new or unfamiliar engines or accessory systems; anticipate required tools and parts; set up the work area; determine degree of disassembly necessary and the extent of rework required. Ability to detect wear patterns of parts and components of engines and propellers to determine serviceability and able to disassemble and assemble engines, propellers and components in proper sequence. 2. Knowledge of safety regulations, practices, and procedures. 3. Skill in the use of diagnostic and on-board electronic equipment and systems, special tools, general and special purpose equipment, automated test equipment, standard and precision measuring instruments such as vibration analyzers, pyrometers, horoscopes and test benches, and to use computer terminals or personal computers to obtain reference materials and to update operational and maintenance records. 4. Ability to read and interpret instructions, specifications, technical orders, manufacturers' manuals, maintenance bulletins, complex multi-view blueprints, schematic drawings and other technical information. 5. Ability to troubleshoot engine malfunctions, interpret trouble reports or observed instrument readings, appearances, etc.; make a tentative diagnosis; select needed tools and test equipment; disassemble the engine or accessory system to locate the defect. 6. Ability to adapt emerging technology and use new tools, test devices, digital diagnostic equipment, and engine analysis software in the repair and rework of engine parts and components and replace accessories such as portions of electrical, pneumatic, fuel and hydraulic systems. Use and maintain all available tools and equipment in a safe and effective manner. Physical Effort The work requires moderate to strenuous effort. Must stand, stoop, bend, reach, climb, and crawl. Frequently handles items weighing up to 20 pounds and occasionally lifts and carries items weighing up to 50 pounds. Hoists, hand trucks, lifts, or other employees are available to assist when handling heavy or awkward items. May be required to climb steps, ladders and stand on slippery or inclined surfaces. Working Conditions Work is performed in a clean, well-lighted and well-ventilated production area. May work outside, inside or in areas that are drafty and noisy, excessive heat and cold such as aircraft hangars or flightline. Stands on concrete, metal, or hard composition floors for long periods of time. Frequently exposed to electrical energy, grease, oils, fuels, and solvents; to noise from drills and hammers and to the possibility of cuts, bruises, abrasions from handling tools, parts and using and working around machinery. Subject to injury from falls from stands, scaffolds, ladders or aircraft surfaces. Safety equipment includes safety shoes and glasses and qualified in using basic safety protection. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
