ONE CURRENT VACANCY
Under general supervision, performs a variety of advanced accounting duties to analyze and monitor the recording of all financial transactions. Work involves preparing, balancing, compiling, implementing, monitoring, analyzing statistics, and performing data entry of the budget; analyzing financial data and maintaining chart of accounts; preparing and reviewing year-end journal entries, documents, reports, and schedules; performing periodic review of financial reports and verifying fiscal solvency; reviewing and reconciling account and fund balances via use of automated accounting systems; setting up and maintaining spreadsheets; analyzing data to detect and correct errors; reconciling and distributing local taxes; communicating in both oral and written form including interacting with the Citys external auditors; setting priorities and organizing work to meet deadlines; analyzing and reconciling investment portfolio; and providing financial data to third parties such as governmental agencies and auditors. Reports to the Assistant Finance Director.
Duties of Responsibilities:
ESSENTIAL JOB FUNCTIONS
Initiates the Citys budgetary process; inputs the approved budget into the financial system.
Audits preparation such as calculating accruals and other year-end adjustments, creating various schedules and reports, preparing annual trial balances, and providing other pertinent information to the auditors and Chief Financial Officer.
Calculates property tax collections; allocates to the appropriate funds monthly; calculates and reports property tax data to the Federal government via the Internet.
Allocates sales taxes to appropriate accounts; creates and maintains various reports; conducts analyses on the data.
Assists in maintaining the Citys books and correcting various errors.
Analyzes, reconciles, and reports on casino information.
Reconciles investment portfolio monthly to the general ledger; analyzes investments and bank statements to determine amount of investment income to accrue for financial reporting; allocates investment expenses to affected funds.
Analyzes the balance sheets of funds to maintain a positive cash position by recording necessary transfers and journal entries between funds.
Assists in monitoring, maintaining and reconciling documentation, invoices and FEMA funds on authorized projects within the City.
Maintains fixed asset database by preparing and/or processing fixed asset edit and entry forms at the request of departments (transfer, surplus, salvage or new).
Reconciles all fixed assets for all city departments on yearly basis by preparing reports for each department based on what has been entered in the system and ensuring the various departmental responses coincide with what the database reflects.
Answers questions from departments regarding their monthly expenditure reports.
Reviews Pontchartrain Center operating statement and record operations for the Citys books.
Analyzes, records, and reports on the Police Departments Drug Enforcement Forfeiture Fund.
Provides financial data to various governmental agencies.
Bills Community Development for fuel, vehicle maintenance, and other expenses requiring reimbursement.
Handles all paving and sewerage lien collections, cancellations, and reconciliations.
Receives and/or reviews various records and reports such as Comprehensive Annual Financial Report, annual Operating and Capital budget, investment securities portfolio, bank statements, sales tax report from Jefferson Parish Sheriffs Office.
Prepares and/or processes various records and reports such as annual operating budget, sales tax collection distribution and budget reports, property tax collection and distribution reports, balance sheets, and trial balances.
Refers to pers nal work notes, annual budgets, Comprehensive Annual Financial Report, governmental websites and GAAP guide, paving and sewerage assessment documents, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.
Operates a variety of office equipment such as adding machine, copy machine, printer, facsimile machine, burster, telephone, computer, etc.
Uses a variety of tools such as stapler, standard office tools, etc.; a variety of supplies such as writing instruments, paper, binder clips, staples, folders, ink cartridges, envelopes, general office supplies, etc.; and a variety of computer software such as Munis Financial Management, Omega Systems Accounting, Microsoft Office, Papervision, Internet Explorer, etc.
Interacts and communicates with various groups and individuals such as Chief Financial Officer, Assistant Finance Director, Accountants, departmental supervisors, bank officers, and the general public.
ADDITIONAL JOB FUNCTIONS
Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc.
Performs related duties as required.
Minimum Qualifications:
Requires a Bachelors degree in accounting or related field supplemented by one or more years of responsible experience in governmental accounting or any related accounting experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
