About the Position: The incumbent will be assigned to the 404th Army Field Support Brigade, Logistics Readiness Center, Transportation Division, at Joint Base Lewis-McChord, Washington. Responsibilities Apply extensive knowledge of fleet management principles to interpret policy, regulations, and directives to ensure the development of smooth uninterrupted support to the installation mission. Receive, review, and approve justification for assignment of administrative use vehicles. Perform analysis of the vehicle fleet regarding utilization, cost per mile, monthly lease costs, and maintenance and repair time. Address and coordinate settlement of disputed charges, changes to maintenance schedules and installation of additional equipment with managers. Determine requirements and develop justifications for vehicles needed in support of the installation. Determine vehicle replacement needs and coordinate requirements with fleet managers. Prepare monthly evaluation of contractor's performance, citing team personnel characteristics and quality of work performed. Develop and prepare installation policies and procedures pertaining to the Vehicle Operations mission as directed by the Installation Transportation Officer. Perform statistical analysis to analyze vehicle utilization, downtime, cost efficiency, and identify trends. Specialized Experience: One year of specialized experience which includes: 1) analyzing vehicle fleet utilization to optimize efficiency and/or reduce expenses; 2) overseeing contractor's performance to ensure compliance with contract terms; and, 3) validating monthly billing statements to verify alignment with accumulated expenses for budgetary tracking. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
