Salary Grade: NC18 Salary Range: $59,752 to $104,566

Position will serve as the Senior Assistant District Engineer in the Johnston District 3 Office, which serves Johnston and Wayne Counties. The position is primarily responsible for the review and approval of driveway permits, encroachment agreements, site plan reviews, project cost estimates, and traffic impact analysis (TIA) scoping and review. Position will directly supervise entry level engineers and is expected to assume the general duties of the District Engineer during times of his/her temporary absence. Will perform on-site inspections for compliance with NCDOT specifications as necessary, make in-field engineering decisions, and respond/communicate with developers/applicants to ensure compliance with NCDOT standards. Must be able to read and interpret construction plans and effectively communicate with engineers, developers, members of the public, public officials, governmental agencies and other personnel. Position requires excellent organizational and time-management skills to ensure permits, agreements, plan reviews, cost estimates, and TIA reviews are completed accurately and in a timely manner. The employee in this position requires minimal supervision.

Employee must have the ability to perform assigned tasks and to understand and follow oral and written instructions. Ability to analyze and solve difficult highway maintenance and construction problems. Ability to prepare and review reports and to train other employees and plan, coordinate, and supervise their work. Ability to communicate with others in technical terms and must be able to establish good working relationships with developers, engineers, and government entities.

Must be able to legally operate a motor vehicle and safety toe shoes are required.

Knowledge, Skills and Abilities / Competencies

  • Experience reviewing project plans and specifications for compliance with established practices and principles of Engineering (i.e. - Spot Safety, locally managed projects, subdivisions, right of way encroachments and driveway permit applications)

  • Experience in the supervision, direction, management and training of lower-level employees and/or contract engineering personnel to achieve established project delivery metrics

  • Demonstrated ability in planning, developing, scheduling, tracking, and completing projects independently or with limited supervision

  • Demonstrated ability in communicating in written and verbal form, establishing and maintaining positive working relationships and Customer Service experience related to resolving problems

  • Experience in Microsoft office, Outlook, and use of GIS software

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
