About the Role
The Engineering Operations Division is seeking a Senior Program Manager to lead its Professional Services unit, a centralized unit for the administration, procurement, performance and oversight of all the Department’s Architecture/ Engineering and Technical Consulting Services. A key priority of the unit is to enhance and promote efficiencies related to Engineering Department’s Consultant Professional Services processes.
The Professional Services Unit (PSU) is responsible for the following:
Management of the compliance within authorized program amount, agreement limits, budget & task order amounts.
Management of the Department’s invoicing processes, including performance and reporting of consultant’s prompt invoicing, accruals and payments reporting.
Coordination of consultant performance evaluations.
Development of enhanced Consultant procurement workflows (initiating task orders, change orders and closeouts etc.).
Oversight and performance management of the Department’s Consultant on-boarding workflows and processes.
Act as the primary liaison to Procurement, Office of the Secretary (OSEC) and the Office of Diversity Equity & Inclusion (ODE&I).
Oversight and reporting of task order distribution, diversity program performance, in addition to spearheading all related program metrics and improvement.
Responsibilities
Direct and supervise a group of 10+ professionals comprised of both PANYNJ Staff andconsultants.
Working with Engineering stakeholders in addition to stakeholders across other Departments to support and enhance department priorities related to project resourcing.
Oversee the workload, timelines for developing Requests for Proposals (RFPs), technical writing support & coordination of authorization memos.
Manage the Engineering screening process, review Engineering participation opportunities and assist in finalizing goals.
Managing the administration of Engineering contracts in the Diversity Management Program (B2G) such as locking in contracts/Purchase Orders, monitor prompt payments andprompt invoicing.
Coordinate with the Construction Management Division (CMD) in determining enhancements/software management of the agency’s Diversity Management Program (B2G).
Develop standard operating procedures (SOPs) for ensuring accuracy and control.
Apply Lean techniques to existing workflows to standardize across department with particular attention to escalation procedures and mitigations.
Liaise with external vendors, communicating invoicing and procurement-related details, such as program and project forecasting, as well as other internal procedures, which will include attending/ hosting PANYNJ Engineering events
Management of Engineering’s Invoicing Management System (EIMS), oversight and reporting on Consulting invoicing, accruals and payments, as well as mitigating vendor performance
This position will require the selected candidate to report onsite a minimum of three days per week. Additional time may be required at the discretion of the Office of the Chief Engineer. In addition, the selected candidate will be required to attend community outreach events that may take place on off hours such as nights and weekends.
Minimum Qualifications
A Bachelor’s Degree in Engineering, Architecture, or similar technical degree from an accredited college or university
Minimum ten years’ progressively responsible experience in positions of increasing managerial responsibility in project and program management and delivery. Candidates with previous experience related to the PANYNJ’s project management and delivery workstreams are highly desired.
Proven proficiency in spreadsheets, databases, and financial software applications, including the Microsoft Office suite.
Desired Qualifications
Thorough knowledge of the Agency’s Board Authorizations and Engineering Call-In Programs.
Ability to quickly understand Engineering’s business and operational structure, as related to their Consultant management, oversight and performance, including Consultant screening (onboarding), work distribution, budget and financial performance.
Demonstrated knowledge of PANYNJ consultant management systems/ processes related to invoicing, payment, as well as delivery of engineering services
Possess excellent organization skills with the ability to work independently and prioritize work assignments.
Excellent oral and written communication and presentation skills, including the ability to produce various staff reports, as well as host/ present in-person events with engineering’s consultant community
Self-motivated, creative and experienced in working in a team environment.
Possess the ability to understand and analyze complex staffing requirements to define and develop solutions.
Ability to work independently and make decisions within the scope of responsibility along with judgment to avoid problems being escalated to a higher level.
Proven ability to communicate technical/complex information in understandable terms to technical and non-technical personnel.
