For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region, Office of the Regional Director, District Field Operations, Jefferson, LA At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Manages the GOMR aviation program and acts as the primary point of contact (POC) for all GOMR aviation program matters. 2. Provides expert technical assistance to Regional Directors, Regional Supervisors, District Managers, other supervisors who have employees that utilize aviation resources, and Interagency Partners in the development and implementation of aviation programs. 3. Understands and interprets policy in relation to aviation standards, methods, guidelines, and procedures for BSEE programs, including helicopter operations, offshore operations, and overwater operations. 4. Reviews, revises, and maintains the Regional Aviation Management Plan and develops and establishes aviation safety programs and accident prevention measures. 5. Assists in the timely and professional investigation of aviation hazards, aircraft incidents and aircraft mishaps. The Bureau of Safety and Environmental Enforcement (BSEE) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-13: Step 1 $103,409 - Step 10 $134,435 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. Security Clearance Required: You will be required to obtain and maintain a National Security Background Investigation if you are selected and hired for this position. Qualifications Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Individual Occupational Requirement AND (2) Specialized Experience for the series/grade to which you are applying. A. Undergraduate and Graduate Education: Major study - or at least 24 semester hours in any combination of the following: computer science, mathematics, electronics, physical sciences, information management, engineering, telecommunications, or other fields related to the position. OR B. Experience that demonstrated an extensive knowledge of and experience in the technology, system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Note: If qualifying based fully or partially on education, transcripts are required and must be submitted with your application. (2) Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Serves as a subject matter expert (SME) in aviation program management. 2. Provides program guidance to aviation users and technical expertise to higher level employees. 3. Writes and implements aviation standards, methods, guidelines, and procedures for safe helicopter operations including offshore and over water operations. 4. Serves as the a technical and professional lead investigator for aviation hazards, aircraft incidents and aircraft mishaps 5. Provides direct support and technical expertise to all BSEE aviation users in safety, investigation, training, and compliance. Must meet all.
